Job Overview:
The Finance Manager position is a critical role within Humanity & Inclusion, responsible for leading the finance teams and ensuring compliance with HI's standards and local regulations in the finance sector. The Finance Manager will report directly to the regional finance manager and will serve as the finance focal point for the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, providing strategic advice and support. This role is part of the Senior Management Team (SMT), collaborating with other business managers to develop and implement operational strategies. The Finance Manager will oversee financial strategy, operational financial management, and compliance with donor and national audit requirements, ensuring that financial practices align with HI's policies and the legal framework of the country. The position is vital for maintaining financial integrity and supporting the organization's humanitarian mission in Syria, particularly as the country transitions from pure humanitarian operations to early recovery interventions.

Duties and Responsibilities:
The Finance Manager will be responsible for a comprehensive set of duties, including:
  • Management of the Finance team, ensuring effective leadership and development of team members.
  • Drafting, revising, and implementing the operational strategy (Stratop) within the finance area, in alignment with HI's financial policies.
  • Overseeing the deployment and monitoring compliance with HI's financial policies, processes, and tools.
  • Directing and controlling compliance with the legal framework relevant to the countries of intervention.
  • Supervising internal controls within the finance area.
  • Ensuring effective financial and budget management, including accounts management and compliance with donor guidelines.
  • Managing cash-flow effectively to support operational needs.
  • Facilitating professional development by disseminating standards and nurturing local talent.
  • Preparing for and responding to emergencies as required, ensuring financial readiness.

Required Qualifications:
Candidates must possess proven experience of at least 3 years in a managerial or coordinator position within finance in a humanitarian context. A strong understanding of financial frameworks and regulations is essential, along with confirmed experience in team management. The ideal candidate should demonstrate excellent collaboration skills and be a team player, capable of working effectively in a diverse and dynamic environment.

Educational Background:
A relevant educational background is required for this position, typically including a degree in finance, accounting, business administration, or a related field. Advanced qualifications such as a master's degree or professional certifications (e.g., CPA, ACCA) may be advantageous and are often preferred by employers in the humanitarian sector.

Experience:
The position requires a minimum of 3 years of experience in a managerial or coordinator role within finance, specifically in a humanitarian environment. Candidates should have a solid track record of managing finance teams and ensuring compliance with financial regulations and donor requirements. Experience in developing financial strategies and overseeing operational financial management is crucial.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international stakeholders. Knowledge of Arabic is highly desirable, given the operational context in Syria, and proficiency in additional languages may be considered an asset.

  • The role is unaccompanied, and the organization offers a local package for residents of Syria, while international candidates will receive a comprehensive international contract that includes social coverage tailored to their situation. Benefits include unemployment insurance for EU nationals, a pension scheme, medical coverage with a 50% employee contribution, and repatriation insurance. The gross monthly salary starts at €2,757, with additional allowances for per diem, hardship, and paid leave.
