Job Overview: The HR Coordinator is responsible for leading the mission’s HR function, which includes effective workforce planning, recruitment, performance management, staff development, employee relations, and ensuring HR compliance. This role is crucial in supporting the organizational objectives by providing strategic HR leadership. The HR Coordinator will directly manage the coordination HR team and provide technical support to field HR teams. The position is particularly challenging due to the complexity of the Syria Mission, which spans multiple locations and involves managing a large workforce remotely. The HR Coordinator will need to adapt HR structures and processes to meet the evolving operational needs of the organization. In the initial months, the HR Coordinator will focus on familiarizing themselves with the mission, supporting organizational changes, and contributing to the development of the HR strategy for 2027-2032.
Duties and Responsibilities: The HR Coordinator will undertake a variety of tasks, including:
Analyzing the socio-economic context to identify relevant administrative partners for HR and tracking changes in the cost of living and job market.
Studying the social, cultural, and ethnic organization of Syria, including demographic elements and the socio-professional makeup of the population.
Managing HR functions for both expatriates and national staff, overseeing recruitment, onboarding, performance management, staff development, and employee relations.
Ensuring compliance with HR policies, labor regulations, payroll, benefits, and personnel administration.
Maintaining HR documentation, organizational structures, and safeguarding measures.
Leading, supervising, and developing the HR team while coordinating HR activities and supporting workforce planning.
Ensuring timely HR reporting and compliance monitoring, maintaining relations with relevant authorities and stakeholders, and contributing to mission planning and donor reporting.
Required Qualifications: Candidates must possess a Bachelor's or Master's degree in a relevant field such as Human Resources Management, Business Administration, Management, Public Administration, or Organizational Psychology. Additionally, candidates should have a minimum of 5 years of experience in the humanitarian sector and at least 5 years in a similar HR position. Proven technical experience in recruitment and performance management, human resources information management, and learning and development management is essential. Strong communication, interpersonal, problem-solving, analytical, organizational, adaptability, and leadership skills are also required.
Educational Background: The educational background required for this position includes a Bachelor's or Master's degree in a related field, such as Human Resources Management, Business Administration, Management, Public Administration, or Organizational Psychology. This educational foundation is critical for understanding the complexities of HR functions within a humanitarian context and for effectively managing the diverse needs of the workforce.
Experience: The position requires a minimum of 5 years of experience in the humanitarian sector, with at least 5 years in a similar HR role. This level of experience is necessary to navigate the complexities of HR management in a challenging operational environment like Syria, where the HR Coordinator will be responsible for overseeing a large and diverse workforce across multiple locations.
