Job Overview:
The Deputy Country Director for Programs (DCD-P) plays a crucial role in providing strategic leadership and oversight for the effective development, quality, and accountability of Solidarités International’s programs. This position requires close collaboration with the Country Director (CD) to ensure that all interventions are evidence-based, need-driven, contextually adaptable, and sensitive to conflict dynamics. The DCD-P is responsible for ensuring coherence across all program activities and establishing adequate monitoring systems and resources to deliver impactful and timely responses. The role also involves compliance with SI’s internal processes and standards across HR, Finance, and Logistics. As a key member of the senior management team, the DCD-P contributes to defining and evolving the mission’s overall strategy, particularly during a transition period marked by a new structure and changing governance dynamics in Syria.

Duties and Responsibilities:
The DCD-P will be responsible for supporting the Mission Strategy decision-making for the period 2027-2032, developing the activities’ portfolio with a focus on timeliness, integration, and compliance with both internal and external standards. The DCD-P will monitor the evolution of the mission based on humanitarian needs assessments, ensuring continuity of operations and sustained access to intervention areas. Specific duties include leading program development across multiple bases, managing large teams, overseeing budget management, and establishing strong working relationships with colleagues from various functions and cultures. The DCD-P will also engage in donor relations and ensure that the mission's programming is aligned with the evolving context and humanitarian needs.

Required Qualifications:
Candidates must possess a Bachelor's or Master's degree in a relevant field such as Humanitarian Assistance and Programming, International Studies, or International Affairs. They should have previous experience in a senior management position within an overseas NGO environment, ideally in both emergency and developmental contexts. Experience in strategy development, program development across multiple bases, and managing large teams is essential. Candidates should also have experience in budget management and establishing strong working relationships with diverse colleagues. Knowledge of donor relations, particularly with organizations such as ECHO, DOS, UN, and others, is highly desirable. Previous experience in the Middle East and with Solidarités International is an asset.

Educational Background:
A Bachelor's or Master's degree in a relevant field is required, with a focus on humanitarian assistance, international studies, or related disciplines. This educational background is crucial for understanding the complexities of humanitarian programming and the operational challenges faced in conflict-affected areas.

Experience:
Candidates should have significant experience in senior management roles within NGOs, particularly in contexts similar to Syria. This includes experience in both emergency response and developmental programming, as well as a proven track record in strategy development and program implementation across multiple locations. Experience in managing large teams and budgets is also essential, along with a strong understanding of the humanitarian landscape in the Middle East.

Languages:
Fluency in English is mandatory, while knowledge of Arabic and French is considered an asset. Proficiency in these languages will enhance communication and collaboration within the diverse teams and communities SI serves.

The position is a short-term contract with a duration of 6 months, starting on 01/08/2
  • The role is based in Damascus, Syria, which offers relatively stable living conditions compared to other parts of the country. The compensation package includes a starting salary of EUR 3080 gross per month, a monthly Per Diem of USD 750, and coverage for accommodation and travel expenses. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses and a welfare system, including war risks. Breaks are implemented at the rate of 7 working days every three months, with an additional rest day per month worked.
