Job Overview: The position of IC - Consultor(a) para Reestruturação Normativa da SGA/MPBA involves engaging a consultant to review, update, and consolidate the administrative regulations of the SGA (Secretaria de Gestão Administrativa) in the context of the MPBA (Ministério Público da Bahia). The primary goal of this role is to optimize internal processes, align them with best practices in public management, and ensure compliance with current legislation. The consultant will be expected to bring expertise in legal frameworks and administrative processes, contributing to the enhancement of the operational efficiency of the SGA. This role is crucial for ensuring that the administrative norms are not only up-to-date but also effectively implemented within the organization, thereby improving overall governance and accountability.
Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Conduct a comprehensive review of existing administrative regulations within the SGA.
Identify areas that require updates or consolidation to enhance clarity and effectiveness.
Develop recommendations for new regulations or amendments to existing ones, ensuring they align with best practices in public administration.
Collaborate with stakeholders within the SGA to gather input and feedback on proposed changes.
Prepare detailed reports documenting the review process, findings, and recommendations.
Facilitate workshops or meetings to discuss proposed changes with relevant parties.
Ensure that all proposed regulations comply with current laws and regulations.
Provide ongoing support and guidance during the implementation of new or revised regulations.
Monitor and evaluate the effectiveness of implemented changes and suggest further improvements as necessary.
Required Qualifications: The position requires the following qualifications:
Educational Background: Candidates must possess a higher education degree in Law. This educational background is critical as it provides the necessary legal knowledge and understanding required to navigate the complexities of administrative regulations and compliance issues. A strong foundation in legal principles will enable the consultant to effectively analyze existing regulations and propose necessary updates or changes.
Experience: The position requires a minimum of 2 years of relevant experience. This experience should be specifically in the areas of reviewing, updating, and consolidating administrative regulations. Candidates should demonstrate a track record of successfully managing similar projects, showcasing their ability to apply legal knowledge in practical settings. Experience in public administration or working with governmental organizations will be highly advantageous.
Languages: Proficiency in Portuguese is mandatory, as the position requires communication and documentation in this language. Knowledge of English is considered a good to have, as it may facilitate access to additional resources and collaboration with international stakeholders.
Additional Notes: This is an individual contractor position with a contract duration of approximately 345 days. The consultant will be expected to submit proposals directly through the UNDP Supplier Portal by the specified deadline. The position is based in Brazil, and the consultant will be compensated through bank transfers upon acceptance of deliverables as specified in the Terms of Reference (TOR). The UNDP will apply its exchange rate on the day the payment is instructed to the bank.
