Job Overview:
The position of SPSC-IC-Expert on Family Law and Law on the Administrative Procedures is a consultancy role aimed at providing expert advice and support in the areas of family law and administrative procedures. The expert will be expected to contribute to the development and implementation of legal frameworks and policies that align with international standards and best practices. This role involves analyzing existing laws, providing recommendations for improvements, and assisting in the drafting of legal documents. The expert will work closely with UNDP teams and local stakeholders to ensure that the legal frameworks are effective and responsive to the needs of the population. The assignment is expected to last for a total of 11 expert days in May 2025, and the expert will need to submit proposals directly through the UNDP supplier portal.

Duties and Responsibilities:
The duties and responsibilities of the SPSC-IC-Expert on Family Law and Law on the Administrative Procedures include but are not limited to:
  • Conducting a comprehensive analysis of existing family law and administrative procedures in Bosnia and Herzegovina.
  • Identifying gaps and areas for improvement in the current legal frameworks.
  • Providing expert recommendations for the development of new laws or amendments to existing laws.
  • Assisting in the drafting of legal documents, including proposals for new legislation and policy guidelines.
  • Collaborating with UNDP teams and local stakeholders to ensure that proposed legal frameworks are practical and implementable.
  • Participating in meetings and workshops to present findings and recommendations.
  • Providing training and capacity-building support to local legal professionals and stakeholders as needed.
  • Preparing detailed reports on findings and recommendations for submission to UNDP.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A degree in law, with a specialization in family law or administrative law.
  • Extensive knowledge of the legal system in Bosnia and Herzegovina, particularly in relation to family law and administrative procedures.
  • Proven experience in legal analysis, drafting legal documents, and providing legal advice.
  • Familiarity with international legal standards and best practices in family law and administrative procedures.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.

Educational Background:
Candidates must have a minimum of a bachelor's degree in law, with a preference for those holding advanced degrees (master's or doctorate) in family law, administrative law, or related fields. Additional certifications or training in legal drafting or policy development would be advantageous.

Experience:
The position requires a minimum of 5 years of relevant professional experience in the field of law, specifically in family law and administrative procedures. Experience working with international organizations, particularly in a consultancy capacity, is highly desirable. Candidates should demonstrate a track record of successfully completing similar assignments and providing expert legal advice.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in Bosnian, Croatian, or Serbian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.

This consultancy position is for a fixed term of 11 expert days in May 202
  • The expert will be contracted as an individual contractor (IC) and will be expected to submit their proposals directly through the UNDP supplier portal. The position is part-time, and the expert will need to manage their time effectively to meet the deadlines set by UNDP.
