Job Overview:
The Operations Manager position is crucial for the effective functioning of the Global Shared Services Centre (GSSC) in Kuala Lumpur. This role involves acting as an advisor to Senior Management on all aspects of GSSC operations, ensuring compliance with UNDP rules and regulations, and leading the GSSC KL Operations Team. The Operations Manager is responsible for overseeing administrative, procurement, and logistics services, as well as security" style="border-bottom: 1px dotted #007bff !important;">security and ICT services. The position requires a proactive approach to evaluate and adjust operations to ensure consistent service delivery and smooth functioning of all teams within the GSSC KL Common Premises. The Operations Manager will work closely with various stakeholders, including service delivery staff, other UN agencies, and government officials, to fulfill the GSSC mandate effectively. This role also emphasizes the importance of collaboration across units and functions to enhance operational efficiency and achieve strategic goals.

Duties and Responsibilities:
  • Ensure the strategic direction of operations by implementing corporate operational strategies, establishing management targets, and monitoring performance indicators. Take corrective actions when necessary and establish collaborative arrangements with partners.
  • Ensure the security of UNDP staff and premises, supervising the Security Analyst and ensuring compliance with corporate rules and regulations.
  • Provide efficient procurement, logistical, and administrative services, developing procurement strategies and overseeing compliance with procurement principles.
  • Manage information and communication effectively, ensuring the use of ERP functionality for improved business results and client services.
  • Establish strong collaboration with other UNDP Business Units and ensure proper planning and tracking of common services budget. The incumbent will also perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Finance, Economics, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. Candidates should have a minimum of 5 years of relevant experience at the national or international level in management advisory services or managing operational systems, with experience in establishing relationships with international organizations and national governments. Proficiency in office software and web-based management systems is required, along with at least 3 years of team management experience in multicultural settings. Experience with UN/UNDP/International organizations is desired, as well as familiarity with administrative processes, logistics, travel management, and asset management.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant fields such as Business Administration, Public Administration, Finance, or Economics. A first-level university degree (bachelor’s degree) may be accepted if accompanied by additional qualifying experience. This educational foundation is essential for understanding the complexities of management and operational systems within the UNDP framework.

Experience:
The position requires a minimum of 5 years of relevant experience for candidates with a master’s degree, or 7 years for those with a bachelor’s degree. This experience should be at the national or international level, focusing on management advisory services and operational systems. Candidates should have a proven track record of establishing relationships with international organizations and national governments, as well as experience in team management within multicultural environments. Familiarity with UN/UNDP operations and administrative processes is highly desirable, along with experience in Business Continuity Planning and testing.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the UNDP. Additionally, fluency in Bahasa Malaysia is required for local staff, ensuring effective communication within the local context and with local stakeholders.

This position is a fixed-term appointment, and all new UNDP fixed-term appointments are subject to a probationary period of 12 months.
