Job Overview:
The position involves recruiting a consultant tasked with creating an educational toolkit focused on strategies for countering extremist recruitment, recognizing signs of radicalization, and gathering intelligence. The toolkit is intended to serve as a resource for stakeholders involved in countering violent extremism. The consultant will be expected to conduct thorough research, engage with relevant stakeholders, and synthesize findings into a comprehensive educational resource. This role is crucial in enhancing the understanding of radicalization processes and developing effective strategies to combat them. The consultant will work closely with UNDP to ensure that the toolkit aligns with international best practices and local contexts, thereby maximizing its impact.

Duties and Responsibilities:
  • Conduct comprehensive research on extremist recruitment strategies and signs of radicalization.
  • Engage with local communities, law enforcement, and other stakeholders to gather insights and data.
  • Develop a structured educational toolkit that includes guidelines, case studies, and practical exercises.
  • Collaborate with UNDP and other partners to ensure the toolkit meets the needs of its intended users.
  • Present findings and recommendations to UNDP and other stakeholders.
  • Revise the toolkit based on feedback received during presentations and consultations.
  • Ensure that the toolkit is accessible and user-friendly for various audiences.
  • Provide training or workshops on how to effectively use the toolkit once developed.
  • Submit progress reports and a final report detailing the development process and outcomes.

Required Qualifications:
  • Proven expertise in counter-terrorism, radicalization, or related fields.
  • Strong research and analytical skills, with the ability to synthesize complex information into practical resources.
  • Experience in developing educational materials or toolkits, particularly in the context of social issues.
  • Excellent communication skills, both written and verbal, in French and English.
  • Ability to work collaboratively with diverse stakeholders and adapt to different cultural contexts.
  • Familiarity with UNDP's mission and operations is an advantage.

Educational Background:
A Master's degree in social sciences, international relations, security" style="border-bottom: 1px dotted #007bff !important;">security studies, or a related field is required. A Ph.D. or equivalent experience in a relevant area will be considered an asset. Additional certifications in counter-terrorism or conflict resolution may also be beneficial.

Experience:
A minimum of 5 years of relevant professional experience in counter-terrorism, community engagement, or educational program development is required. Experience working with international organizations, particularly in developing countries, is highly desirable. Proven track record of successfully delivering similar projects will be an advantage.

Languages:
Fluency in French is mandatory, as the toolkit will be developed for a French-speaking audience. Proficiency in English is also required to facilitate communication with UNDP and other international stakeholders. Knowledge of local languages in Benin would be considered a plus.

The consultancy is expected to take place over a period from June to July 202
  • The consultant will work on a contractual basis, and the position is part-time. The consultant will be required to submit their proposals through the UNDP supplier portal by the specified deadline. Compensation will be discussed upon selection, and the consultant may be required to travel within Benin as part of their research and engagement activities.
