Job Overview:
The Regional Officer, Air Transport/Implementation Support plays a crucial role in supporting the work of the ICAO in the areas of civil aviation forecasting, economic planning, and the implementation of ICAO Standards and Recommended Practices (SARPs). This position involves liaising with member states, regional civil aviation bodies, and other stakeholders to ensure the effective implementation of ICAO's strategic objectives and policies. The incumbent will report directly to the Deputy Regional Director and will be responsible for coordinating various implementation support initiatives, providing technical guidance, and assisting states in achieving compliance with ICAO standards. The role requires a proactive approach to identifying and addressing the needs of member states in the region, as well as promoting ICAO's policies and guidance material on economic regulation and consumer protection in international air transport.

Duties and Responsibilities:
  • Support the work of the Organization on civil aviation forecasting, economic planning, and statistics by soliciting user feedback, informing headquarters of significant activities, and assisting in organizing relevant workshops and meetings.
  • Promote ICAO's policies on economic regulation of international air transport, monitor developments in air transport policy, and assist states in drafting and implementing regulations.
  • Raise awareness of ICAO's air transport policies, develop action plans, and support states in their implementation efforts.
  • Mobilize financial and in-kind resources for ICAO's initiatives, establish contacts with relevant authorities, and assess assistance needs for project opportunities.
  • Lead project management efforts, monitor regional and state projects, and evaluate outcomes against expected results.
  • Develop regional technical implementation support initiatives in coordination with CDI, applying project management tools and methodologies.
  • Perform other related duties as assigned, ensuring effective collaboration with colleagues and stakeholders.

Required Qualifications:
Candidates must possess an advanced-level university degree in aeronautics, Air Transport Economics, Business Administration, Aviation Law, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have a minimum of seven years of progressively responsible experience in an aviation-related capacity, including experience in project and program management within a civil aviation authority or international organization. Experience working with high-level government officials and in resource mobilization is also required. Familiarity with modern project management practices is desirable.

Educational Background:
An advanced-level university degree (Master’s degree or equivalent) in aeronautics, Air Transport Economics, Business Administration, Aviation Law, or a related field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
Candidates must have at least seven years of experience in progressively responsible roles within an aviation-related context, which includes working in government, international organizations, or industry institutions. Experience in managing projects and programs within a civil aviation authority or similar organization is essential. Additionally, candidates should have experience collaborating with high-level government and diplomatic officials, as well as working with global and regional organizations for resource mobilization and technical assistance.

Languages:
Fluent reading, writing, and speaking abilities in English and French are required. A working knowledge of any other language of the Organization (Arabic, Chinese, Russian, Spanish) is desirable, which can enhance communication and collaboration with diverse stakeholders.

Additional Notes:
This position is a fixed-term appointment for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are international civil servants and may be assigned to various activities or offices within the organization. The role offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. The remuneration for this position is at Level P-4, with a net base salary of USD $84,672 per annum plus a post adjustment of USD $36,324 per annum, subject to change.
