Job Overview: The position of ET Consultant, IT Workforce Development & Engagement is integral to the World Bank Group's mission of enhancing its IT workforce capabilities. This role is situated within the Information and Technology Solutions (ITS) Vice Presidential Unit, which is responsible for delivering transformative IT solutions to support the organization's goals. The consultant will play a key role in the transition to a Dynamic People Model, focusing on workforce planning and development initiatives. This includes updating IT job architecture, aligning it with industry standards, and implementing agile workforce planning practices. The consultant will collaborate with various stakeholders to ensure that the IT workforce is equipped to meet the evolving demands of the organization and to support its strategic objectives.
Duties and Responsibilities: The ET Consultant will be responsible for several key areas:
Agile Workforce Planning & Job Architecture Implementation: Support the finalization and rollout of the updated IT job architecture, conduct market research to align job roles with industry best practices, and implement agile workforce planning practices.
Skills Assessment & Workforce Development: Assist in designing and rolling out an enterprise-wide IT skills assessment framework, integrate skills inventory, and define critical skills for the future agile IT workforce.
Change & Stakeholder Management: Develop communication and change management strategies for job architecture updates, collaborate with IT leadership and HR, and create training materials to promote workforce planning initiatives.
Data Analysis & Reporting: Collect and analyze workforce data, develop dashboards to track metrics, and provide insights to optimize IT workforce strategies.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Business Administration, IT Management, Organizational Development, or a related field. Additionally, they should have 2-4 years of relevant experience in IT workforce development, employee engagement, or organizational design. Certifications such as SAFe® Agilist, Change Management, and Workforce Planning Professional (CWPP) are advantageous. Strong analytical skills and experience in data analysis and reporting are essential, along with familiarity with Agile principles and frameworks. Excellent communication and interpersonal skills are required to effectively engage with stakeholders and facilitate collaboration.
Educational Background: A Bachelor’s Degree in a relevant field such as Business Administration, IT Management, or Organizational Development is required. Advanced degrees or additional certifications related to workforce planning, data analysis, or Agile methodologies are preferred and can enhance a candidate's profile.
Experience: The position requires 2-4 years of relevant experience in areas such as IT workforce development, employee engagement, and organizational design. Experience working with Agile practices in organizations is highly desirable, as is familiarity with job architecture frameworks and skills assessments. Candidates should demonstrate a strong background in stakeholder engagement and change management.
Languages: Proficiency in English is mandatory for this position. While no additional languages are specified as preferred, knowledge of other languages may be beneficial in a diverse workplace like the World Bank Group.
Additional Notes: This is a one-year Extended Term Consultant position, with the possibility of renewal at the discretion of the World Bank Group.
