Job Overview:
The E T Consultant position is situated within the Governance Global Practice (GGP) of the World Bank, which focuses on addressing institutional challenges in developing countries through innovative solutions. The consultant will primarily work on the Global Initiative for Justice and Rule of Law, which aims to strengthen justice institutions and promote legal empowerment. This role involves conducting literature reviews, overseeing the development of outcome measures, contributing to the creation of dashboards for judicial reform, and managing databases. The consultant will also support country teams in operational engagements and ensure timely processing of deliverables. The position requires a strong commitment to teamwork, knowledge-sharing, and the ability to influence across organizational boundaries, as well as excellent communication skills to engage with stakeholders effectively.

Duties and Responsibilities:
The candidate will be responsible for a variety of tasks related to the Global Initiative for Justice and Rule of Law, including: conducting literature reviews and analyzing datasets to understand the landscape of justice projects; overseeing the development of outcome measures based on publicly available administrative data; contributing to the creation of a dashboard on judicial reform; assisting in the roll-out of JUPITER assessments through various data collection methods; coding information collected during assessments; managing databases and integrating survey data with secondary sources; producing analytical pieces based on collected data; collaborating with Task Team Leaders (TTLs) to contribute to policy notes, reports, and presentations; ensuring timely processing of deliverables through the Operations Portal; and supporting country teams in their operational engagements.

Required Qualifications:
Candidates must possess a Master’s degree in social sciences, public policy, law, public administration, or a relevant discipline. Additionally, at least 5 years of relevant professional experience is required, particularly in labor markets, public administration reform, or within government or development organizations. Strong analytic skills are essential, including the ability to conduct research, identify solutions, and deliver impactful work. Expertise in surveys and analysis of large datasets, as well as proficiency in statistical packages such as STATA, is also necessary. Project management and coordination skills are important, along with a commitment to teamwork and knowledge-sharing. Excellent oral and written communication skills in English are required, including the ability to prepare publishable quality reports and engage in policy dialogue with stakeholders.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as social sciences, public policy, law, or public administration. This advanced degree is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills to effectively contribute to the World Bank's initiatives in justice reform and public administration.

Experience:
Candidates should have a minimum of 5 years of relevant professional experience. This experience should ideally be in areas related to labor markets, public administration reform, or within a government or development organization. The role requires a strong background in conducting research and analysis, as well as experience in managing complex projects and coordinating with various stakeholders.

Languages:
The mandatory language for this position is English, which is essential for effective communication and reporting. While not required, proficiency in additional languages may be considered a valuable asset, particularly if it enhances the candidate's ability to engage with diverse stakeholders in various regions.
