Job Overview:
The Officer, Strategy & Implementation Management plays a pivotal role in the Development Policy & Finance (DPAF) team within the Global Policy & Advocacy (GPA) division. This position is essential for translating strategic initiatives into coordinated execution across a complex organizational structure. The Officer will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Strategy, Planning & Management (DDSPM) to support the development of strategies, manage portfolios, and ensure alignment across various functions, initiatives, and partners. This role requires a high degree of collaboration and cross-functional engagement, necessitating strong systems thinking, organizational judgment, and analytical skills. The Officer will serve as a trusted partner to DPAF leaders, facilitating the connection between strategy, priorities, resources, and execution to achieve the goals of the DPAF team. The ideal candidate will be organized, curious, and proactive, with a knack for problem-solving and the ability to bring clarity to complex situations, drive disciplined planning, and enhance team effectiveness in a dynamic environment. This is a limited-term position for 18 months, based in Washington, DC, with eligibility for relocation support.

Duties and Responsibilities:
  • Strategy & Planning Support: Collaborate with the DDSPM to assist in DPAF-level strategy development, refreshes, and ongoing strategic reviews. Translate strategic priorities into actionable planning frameworks, milestones, and success measures applicable across a matrixed structure. Prepare materials for annual planning, strategy reviews, and leadership decision-making forums. Articulate and refine DPAF’s strategic narrative to ensure consistency across internal communications and planning artifacts.
  • Portfolio Management: Design and operate DPAF’s portfolio to facilitate prioritization, sequencing, and trade-off discussions among teams. Maintain visibility into the portfolio, including scope, status, dependencies, risks, and resource considerations. Conduct regular portfolio analysis to provide insights on progress, capacity, alignment to strategy, and emerging issues. Prepare integrated views and dashboards to support leadership decision-making and course corrections. Provide advisory support to initiative leads on planning, execution, change management, and cross-team coordination.
  • Rhythm of the Business & Governance: Support the rhythm of the business (ROB) for DPAF, including planning cycles, progress reviews, and leadership forums. Coordinate the preparation of agendas, materials, and follow-ups for key DPAF strategy and portfolio discussions. Establish and continuously improve governance norms, decision rights, and operating cadences that function effectively in a matrixed environment.
  • Cross-Functional Collaboration & Change Enablement: Work across foundation functions, regions, and teams to promote alignment, shared understanding, and effective collaboration. Identify gaps, friction points, and opportunities to enhance workflow across DPAF. Support change management efforts related to new strategies, operating models, or ways of working. Promote clarity, prioritization, and disciplined execution through robust processes, tools, and communication.
  • Thought Partnership & Continuous Improvement: Provide clear, forward-looking analysis and recommendations to the DDSPM and DPAF leadership. Apply a continuous improvement mindset to planning, portfolio management, and internal processes. Structure ambiguous problems and assist leaders in navigating trade-offs in a fast-paced environment.

Required Qualifications:
The ideal candidate should possess a minimum of 5 years of demonstrated experience in supporting strategy development, planning, and portfolio or program management within a large, complex organization. They should have a strong ability to synthesize qualitative and quantitative information into clear insights for senior leaders. Proven success in managing multiple, interdependent priorities with competing timelines is essential. The candidate must have experience influencing outcomes and building alignment without direct authority, as well as comfort operating in ambiguous environments while proactively identifying solutions. Excellent written and verbal communication skills are required, along with the ability to convey complex ideas clearly and succinctly. Strong facilitation skills, including leading planning sessions, reviews, and cross-functional discussions, are also necessary. Proficiency with common productivity and analysis tools, such as Microsoft Office, and the ability to present information visually are important.

Educational Background:
A Bachelor’s degree or equivalent experience is required for this position. Candidates should have a solid educational foundation that supports their ability to engage in strategic planning and implementation management effectively.

Experience:
Candidates should have at least 5 years of relevant experience in program or strategy roles, particularly within complex, matrixed organizations. This experience should include a strong background in strategy development, planning, and portfolio management, demonstrating the ability to thrive in environments that require collaboration and cross-functional engagement.
