Job Overview:
The E T Consultant (ETC) position is a compliance role within the Inspection Panel of the World Bank. The successful candidate will support analytical work, research activities, and operational tasks related to the Inspection Panel's work. This includes conducting analysis and research concerning Requests for Inspection to aid informed decision-making by the Inspection Panel throughout various stages of the case process, including admission, registration, eligibility, investigation, and post-investigation. The role involves supporting the appraisal of Bank-supported operations, reviewing project preparation documents, safeguard documents, and supervision documents, as well as engaging in policy analysis and data collection. The ETC will work under the guidance of the Chairperson of the Inspection Panel and senior staff, contributing to the overall mission of ensuring accountability and compliance within the World Bank's operations.

Duties and Responsibilities:
The main responsibilities of the E T Consultant include: producing high-quality research on issues presented to the Panel to inform decision-making processes; conducting rigorous research and preparing background documents, such as internal Key Issues Notes and external registration notices during the initial due diligence of complaints; supporting the review, summary, and analysis of documents for task team leads during the eligibility and investigation phases of Requests for Inspection; assisting in the review of Management Responses and action plans; preparing Board briefings; conducting research projects related to advisory publications; supporting systemic tasks related to the Case Management System, complaint registration, and data harmonization; exploring the use of AI in the Panel's work; tracking developments in accountability mechanisms of other International Financial Institutions and Multilateral Development Banks; analyzing current events, public opinion, and social or political issues; and assisting in the preparation of the Panel's outreach activities.

Required Qualifications:
Candidates must possess a Bachelor's or Master's degree in fields such as Economics, Science, International Development, or a related discipline, along with a minimum of 2 years of relevant experience. Experience in compliance, particularly regarding Environmental and Social issues, is essential, along with familiarity with the impact of these issues in the context of World Bank projects. Candidates should demonstrate skills in liaising with diverse communities, conducting research, analyzing data, and proposing solutions to support strategic goals. Familiarity with the World Bank Operational Portal, financing instruments, policies, and procedures is also required, as well as knowledge of the functions and operations of the World Bank Group. Strong written and oral communication skills are necessary, and additional language skills are desirable.

Educational Background:
The position requires a Bachelor's or Master's degree in a relevant field such as Economics, Science, International Development, or a related discipline. This educational background is crucial for understanding the complexities of the role and the issues the World Bank addresses.

Experience:
Candidates should have a minimum of 2 years of relevant experience, particularly in compliance related to Environmental and Social issues. Experience working with communities from diverse geographies and familiarity with the World Bank's operational policies and procedures are also important.

Languages:
The mandatory language for this position is English. Additional language skills are considered desirable and may enhance a candidate's application.
