Duties and Responsibilities: The advisor will be responsible for providing specialized advice to the BMZ on peace and security issues, which includes drafting written contributions and managing classified documents. They will develop strategies for the BMZ's positioning on hybrid threats, manage and accompany service providers, and network with civil society partners and other relevant stakeholders. The role also involves advising country and regional offices of the BMZ, preparing and conducting events, and enhancing training and qualification formats. Effective coordination with relevant departments within GIZ and other projects in the peace and security sector is essential, as is contributing to knowledge management and reporting for the GIZ sector project.
Required Qualifications: Candidates must possess practical experience in international cooperation related to peace and security, particularly concerning hybrid threats. They should have knowledge of the political impacts of hybrid threats, especially disinformation campaigns in Germany and Europe, and their effects on political discourse and civil society. Expertise in managing hybrid threats and understanding the institutional landscape at national, European, and international levels regarding peace and security is required. Proficiency in both German and English is mandatory, with additional language skills being advantageous.
Educational Background: A completed university degree in political or social sciences, with a focus on peace and security or hybrid threats, is preferred. Relevant expertise in advising and cooperating with federal ministries and authorities, particularly the BMZ, is desirable. Knowledge of gender-sensitive and gender-transformative approaches in development cooperation is also beneficial.
Experience: Candidates should have substantial experience in international cooperation, particularly in contexts involving hybrid threats. This includes familiarity with the operational challenges faced by organizations working in fragile and conflict-affected areas, as well as experience in developing strategies to mitigate risks associated with hybrid threats.
