Job Overview: The Programme Manager position is pivotal in leading a team focused on grants and fund management, stakeholder collaboration, and performance management of implementing partners. The role requires close collaboration with various teams, including Monitoring & Evaluation (M&E), finance, procurement, and partnerships personnel. The Programme Manager will work under the direct supervision of the Senior Programme Manager and is responsible for ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies and administrative instructions of the UN Security Management System and UNOPS. The primary objective of this role is to enhance access to health services for vulnerable populations in conflict-affected areas, thereby strengthening local health systems and improving health outcomes.
Duties and Responsibilities: The Programme Manager will manage a portfolio of grants throughout the funding period, identifying opportunities to expand access to health services through stakeholder consultations. The role involves close teamwork with various health teams, liaising with development partners, and ensuring efficient delivery of health programs. Responsibilities include conducting timely reviews of program deliverables, coordinating with the procurement unit for project-related procurements, and ensuring adherence to environmental and social requirements. The Programme Manager will also draft bi-annual reports, analyze risks to the Fund's investments, and ensure alignment with conflict sensitivity principles. Additionally, the role requires attending coordination meetings and coordinating program visits from the Fund Management Office and donors.
Required Qualifications: Candidates must possess a Master’s degree in a relevant discipline such as international development, public health, or sociology, along with five years of relevant experience. Alternatively, a Bachelor’s degree with seven years of relevant experience is acceptable. The position requires at least five years of experience in managing grants or projects, with a minimum of three years in the health sector. Proficiency in computer applications, strong communication skills, and experience in culturally diverse settings are essential. Strategic planning and risk management experience, particularly in conflict-sensitive areas, is desirable, as is an understanding of development aid and local governance.
Educational Background: A Master’s degree in a relevant field is preferred, with a focus on international development, public health, or related studies. A Bachelor’s degree is acceptable if accompanied by extensive relevant experience. The educational background should equip candidates with the necessary theoretical and practical knowledge to manage health programs effectively.
Experience: Candidates should have a minimum of five years of experience in managing grants or projects, with at least three years specifically in the health sector. Experience in using office software and working in culturally diverse environments is required.
