Job Overview:
The Consortium Manager position at NRC Iraq is primarily focused on overseeing the protection consortium within the country. This role involves facilitating engagement and information sharing among consortium members and acting as a liaison between the Consortium Steering Committee (CSC) and its members. The Consortium Manager will provide strategic advice regarding the management and direction of the consortia programs, ensuring effective operational management and implementation of the consortium's deliverables. The position also entails assisting in the coordination and execution of consortium projects, leading grant and financial management efforts, and engaging with donors. The role is critical in ensuring that the consortium meets its objectives while maintaining accountability to both beneficiaries and consortium members.

Duties and Responsibilities:
The Consortium Manager will be responsible for a variety of tasks, including but not limited to: coordinating with consortium members to ensure high-quality implementation of activities; ensuring compliance with donor and consortium rules; maintaining accountability to beneficiaries; leading daily communication and coordination between consortium members and partners; reporting to the Consortium Steering Committee; managing and mentoring Monitoring and Evaluation (M&E) staff; ensuring adherence to NRC policies and procedures; providing program support to integrated programs; ensuring compliance with contractual commitments; extracting and implementing key learnings from project implementation; developing project proposals in collaboration with consortium member staff; overseeing grant management and project cycle management processes; and ensuring quality control of donor applications and reports.

Required Qualifications:
Candidates for the Consortium Manager position must possess a minimum of 5 years of experience in a senior project management role, preferably within consortia or international and national partnerships. Experience in programming within humanitarian or protracted crisis contexts is essential. Candidates should have a strong understanding of complex and volatile environments, as well as fluency in English, both written and verbal. Knowledge of Arabic or Kurdish is considered an advantage, along with familiarity with the context in Iraq and the donor landscape, including priorities and conditions. Experience with ECHO and other European donors is a distinctive advantage.

Educational Background:
The educational background required for this position includes a relevant degree in a field related to humanitarian work, project management, or international development. Advanced degrees or specialized training in these areas may be preferred, but practical experience in similar roles may also be considered.

Experience:
The position requires candidates to have at least 5 years of senior project management experience, with a preference for those who have worked in consortia or similar structures. Experience in humanitarian or development contexts, particularly in complex and volatile situations, is crucial for success in this role.

Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. Knowledge of Arabic or Kurdish is advantageous and may enhance the candidate's ability to engage with local stakeholders and beneficiaries effectively.

Additional Notes:
The duty station for this position is Erbil, Iraq, with a fixed-term contract lasting until April 30th, 2026, subject to renewal based on funding, performance, and the ongoing need for the position. The role may require travel within Iraq, estimated at 40%. The salary and benefits for this position are classified as Grade 9 on NRC’s global salary scale.
