Job Overview:
The Regional Program Manager (RPM) for the Managing Risk through Economic Development (M-RED) program is responsible for overseeing the implementation of a sustainable model that integrates disaster risk reduction (DRR) with economic development activities. This role is crucial in enhancing the resilience of communities in Nepal and Indonesia, particularly those vulnerable to climate change and natural disasters. The RPM will ensure the quality and impact of the program, which aims to improve local economic development while mitigating disaster risks. The position involves direct supervision of program managers in both countries and collaboration with various stakeholders to implement and monitor program activities effectively. The RPM will also lead the program's learning agenda, ensuring that best practices in DRR and economic development are documented and shared across Mercy Corps' initiatives.

Duties and Responsibilities:
The RPM will be responsible for a wide range of duties, including:
  • Developing and implementing a vision and strategy for the integrated DRR and economic development model in Nepal and Indonesia, ensuring its relevance and effectiveness in different contexts.
  • Supervising the overall management of the M-RED program, ensuring compliance with donor policies and high-quality implementation of program deliverables.
  • Leading the startup of MRED Phase V, including the development of a detailed implementation plan and organization of a start-up workshop.
  • Managing the Emergency Contingency Fund and Innovation Fund, and overseeing the Research and Learning Agenda in collaboration with the regional MERL Advisor.
  • Establishing a robust monitoring and evaluation system aligned with the program's research agenda, ensuring ongoing data collection and analysis.
  • Managing complex multi-country budgets, tracking financial performance, and ensuring compliance with financial policies.
  • Organizing final workshops to discuss challenges, lessons learned, and key accomplishments at the end of the program.
  • Providing management oversight to program managers, ensuring effective team performance and adherence to Mercy Corps' program management standards.
  • Engaging with program partners to develop materials that communicate lessons learned and success stories, and representing Mercy Corps in relevant forums.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in business management, agricultural or environmental economics, disaster management, or a related field. A minimum of 5-7 years of field experience in international economic development programs utilizing market-based approaches is required, along with at least 3 years of senior-level leadership and field management experience. Proven skills in program and financial management, negotiation, communication, and organization are essential. Experience working with corporate or foundation funding agencies is preferred. Candidates should demonstrate the ability to function as a social entrepreneur and lead a team effectively, with strong communication and documentation skills. Experience in South Asia and/or Southeast Asia is required, and regional language skills are advantageous but not mandatory.

Educational Background:
The position requires a Master's degree or equivalent in relevant fields such as business management, agricultural or environmental economics, disaster management, or related disciplines. This educational background is essential for understanding the complexities of economic development and disaster risk reduction.

Experience:
The RPM should have a minimum of 5-7 years of relevant field experience, particularly in international economic development programs that utilize market-based, value chain approaches. At least 3 years of senior-level leadership and field management experience is preferred, demonstrating a proven record of sound program and financial management. Experience in complex areas affected by poverty, natural disasters, and climate change patterns is crucial.

Languages:
While there are no mandatory language requirements, proficiency in regional languages is considered an advantage. Strong communication skills in English are essential for effective coordination and documentation across the focal countries.

Additional Notes:
The position is based in Kathmandu, Nepal, with up to 30% travel required to support country programs, including travel to potentially insecure locations. The RPM will be expected to engage in ongoing learning activities, dedicating 5% of their time to personal and professional development.
