Job Overview: The Programme Assistant (AGA) plays a crucial role in supporting the Regional Office's operations by assisting the Regional Officer (AGA) in implementing the ICAO Business Plan and Regional Office Work Programme. The incumbent will be responsible for coordinating administrative tasks, managing communications, organizing meetings and events, and maintaining databases. This position requires a proactive approach to ensure timely execution of tasks and effective communication within the organization and with external stakeholders. The Programme Assistant will also contribute to the maintenance of ICAO publications and assist in the sale of these publications to local customers, ensuring that all activities align with ICAO's policies and standards.
Duties and Responsibilities: The Programme Assistant will have a diverse set of responsibilities, including:
Assisting the Regional Officer (AGA) with the implementation of the ICAO Business Plan and Regional Office Work Programme, including compiling inputs, tracking progress, and coordinating missions.
Managing internal and external communications by maintaining contact lists, drafting correspondence, and ensuring accurate record-keeping.
Organizing meetings, seminars, and workshops by coordinating logistical arrangements, preparing documentation, and following up on actions.
Maintaining databases related to the AGA area of responsibility, ensuring that all information is up to date and accurately processed.
Providing administrative support services, including liaising with headquarters on publication sales, preparing invoices, and maintaining accounting records.
Ensuring compliance with ICAO's record management practices and maintaining confidentiality of sensitive information.
Required Qualifications: Candidates must possess a high school diploma or equivalent, with a diploma of college studies (DEC) in office administration or a related field being desirable. Essential qualifications include proficiency in office automation and computer skills, particularly in Microsoft Office applications. Candidates should have a minimum of four years of work experience in office administration or secretarial support, with experience in programme administration and event management being highly valued. Familiarity with administrative policies and procedures of international organizations is also desirable, along with experience in a multicultural environment.
Educational Background: The educational background required for this position includes a high school diploma as a minimum requirement. A diploma of college studies (DEC) with additional training in office administration or secretarial studies is preferred. Completion of courses in office automation and proficiency in contemporary software such as Microsoft Word, Excel, SharePoint, and PowerPoint are also desirable qualifications.
Experience: The position requires a minimum of four years of relevant work experience in office administration or secretarial support. Candidates should have experience in programme administration and event management, as well as database management. Desirable experience includes familiarity with the administrative policies and protocols of UN or large multinational organizations, and experience working with high-level officials and government representatives.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. A good knowledge of the local language is also required. Additionally, a working knowledge of other languages of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable.
Additional Notes: This position is locally recruited and restricted to Thai citizens, permanent residents of Thailand, and applicants with a valid work permit. The contract is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in accordance with the standards of conduct for international civil servants. The organization offers an attractive benefits package in line with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering service after January 1, 2014, is 65 years. The net base salary for this position is 686,072 THB per annum.
