Job Overview: The End Line Evaluation National Consultant will conduct a comprehensive assessment of the Youth Leading Peace project, which spans from its inception in 2022 to its conclusion in 202
This evaluation will cover all target locations in South Sudan and will focus on the project's impact on youth beneficiaries, partner organizations, and other stakeholders. The consultant will analyze the project's effectiveness in engaging young women and men, including marginalized groups, in peacebuilding initiatives. The evaluation will also address cross-cutting issues such as gender inclusion and conflict sensitivity, ensuring that the findings inform future programming in youth and peacebuilding.
Duties and Responsibilities: The consultant will be responsible for several key deliverables, including: 1) Developing an Inception Report that outlines the evaluation design, refined evaluation questions, methodology, sampling strategy, and work plan, to be submitted within two weeks of the assignment's start. 2) Conducting a Preliminary Findings Briefing to present initial observations to the project management team and Evaluation Reference Group. 3) Drafting a comprehensive Evaluation Report that details findings, conclusions, and recommendations, structured around the evaluation objectives. 4) Submitting a Final Evaluation Report that incorporates stakeholder feedback and includes an executive summary, methodology, findings, and actionable recommendations. 5) Presenting results through a concise PowerPoint presentation to stakeholders at a dissemination workshop or debrief meeting.
Required Qualifications: Candidates must possess an advanced university degree in a relevant field such as social sciences, development studies, peace and conflict studies, or monitoring and evaluation. They should have at least 5 years of professional experience in conducting program or project evaluations within the international development context, with a strong preference for experience in peacebuilding, conflict resolution, or youth empowerment projects. Familiarity with recognized evaluation standards and methodologies, particularly the OECD/DAC criteria, is essential. Additionally, candidates should demonstrate a strong understanding of the Youth, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security agenda and the dynamics of peacebuilding in South Sudan, along with proven ability to integrate gender analysis into evaluation work.
Educational Background: An advanced university degree in social sciences, development studies, peace and conflict studies, monitoring and evaluation, or a related discipline is required for this position. This educational background is crucial for understanding the complexities of the evaluation process and the specific context of youth and peacebuilding in South Sudan.
Experience: Candidates should have a minimum of 5 years of professional experience in conducting evaluations in the international development sector. Experience specifically related to peacebuilding, conflict resolution, or youth empowerment initiatives is highly desirable. Familiarity with evaluation standards and methodologies is also required, along with a strong understanding of the local context in South Sudan.
Languages: Fluency in English is mandatory for this position. Knowledge of local languages, such as Juba Arabic or other widely spoken languages in South Sudan, is considered an asset, as it will enhance engagement with community participants.
