Solidarités International (SI) has been operational in South Sudan since 2006, focusing on emergency and post-emergency contexts, particularly in rural and semi-urban areas. The organization is dedicated to addressing food insecurity, which is among the highest in the world due to various factors including flooding, conflict-based displacement, and a protracted macro-economic crisis. Job Overview:
The MEAL Manager is responsible for providing methodological support to program teams, ensuring the quality and relevance of monitoring activities, and overseeing internal and external evaluations. This role involves the development of a MEAL strategy that integrates cross-functional issues such as protection, accountability to affected populations, community participation, and disability inclusion. The MEAL Manager will also be tasked with capitalizing on lessons learned and supporting the restructuring of the team within the first few months of their tenure. The position requires navigating a complex humanitarian landscape characterized by access constraints due to security issues, remoteness, and natural disasters, as well as a decreasing funding landscape. The MEAL Manager will play a crucial role in harmonizing existing tools with national standards and coordinating with the humanitarian system in South Sudan.

Duties and Responsibilities:
  • Provide methodological support to all program teams and ensure the quality of monitoring activities.
  • Oversee internal and external evaluations, providing recommendations and analysis.
  • Support the development of a MEAL strategy for programs, integrating cross-functional issues.
  • Supervise and improve the Accountability to Affected Populations (AAP) mechanism.
  • Develop a lessons learned library for programmatic and fundraising purposes.
  • Coordinate with the humanitarian system in South Sudan to ensure effective response and collaboration.
  • Conduct capacity development for team members in MEAL activities.
  • Harmonize existing tools with Clusters and National standards.
  • Address access constraints and security challenges in the field. 1
  • Monitor and report on the humanitarian needs and responses in the operational areas.

Required Qualifications:
  • A diploma in Statistics, Mathematics, International Relations, Political Science, or a related field.
  • 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position.
  • Proficiency in MEAL activities, including data collection tools and analysis.
  • Experience in needs assessment tools development, data analysis, and reporting.
  • Knowledge of MEAL requirements for institutional donors such as ECHO, EU, FCDO, USAID, and OCHA.
  • Strong skills in developing tools for AAP and training staff in data analysis.
  • Adaptability and problem-solving skills in a cross-cultural context.
  • Leadership and team management capabilities.

Educational Background:
Candidates must possess a diploma in relevant fields such as Statistics, Mathematics, International Relations, or Political Science. This educational background is essential for understanding the complexities of humanitarian work and the analytical skills required for the MEAL Manager position.

Experience:
The position requires 3-4 years of experience in the humanitarian sector, with at least 0-2 years in a similar role. This experience is crucial for understanding the operational challenges and the dynamics of working in a humanitarian context, particularly in South Sudan, where the situation is complex and often volatile.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Knowledge of Arabic is considered a desirable asset, as it may facilitate communication with local communities and stakeholders.

Additional Notes:
The position is a short-term contract with a duration of 6 months, split between Juba and Upper Nile. The role is full-time, and the organization is open to recruiting internationally. Compensation includes a starting salary of EUR 2310 gross per month, a monthly Per Diem of USD 700, and coverage of accommodation and travel expenses. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Breaks are implemented at a rate of 7 working days every three months, with an additional rest day for each month worked.
