Job Overview:
The position of Team Leader - International Expert on Climate induced disaster Loss and Damage involves leading a team of consultants to support the Lao People's Democratic Republic (PDR) in addressing climate change-induced loss and damage (L&D). The overall objective is to strengthen Lao PDR's commitment to tackling climate change impacts by aligning national efforts with international climate negotiations. The role requires the team leader to oversee the review of international and national strategic documents, assess the current state of L&D in Lao PDR, and propose a strategic roadmap for future engagement in climate negotiations. The team leader will also be responsible for ensuring that L&D considerations are integrated into national policies and frameworks, thereby enhancing the country's resilience to climate change.

Duties and Responsibilities:
The duties and responsibilities of the Team Leader include conducting a comprehensive review of international negotiations and mechanisms related to climate change-induced loss and damage, assessing national strategic documents to identify gaps, and analyzing existing methods for estimating loss and damage. The team leader will lead the development of a methodology for L&D assessment, conduct primary data collection, and draft reports synthesizing findings and recommendations. Additionally, the team leader will coordinate with UNDP and government stakeholders to mainstream L&D considerations into national documents, support the development of a roadmap for participation in international climate negotiations, and engage in high-level consultations and presentations. The position requires strong leadership, analytical skills, and the ability to work collaboratively with various stakeholders.

Required Qualifications:
Candidates for the Team Leader position must possess a strong background in climate change, disaster risk reduction, and sustainable development. They should have extensive knowledge of international climate negotiations and mechanisms, as well as experience in policy analysis and development. Strong leadership and project management skills are essential, along with the ability to communicate effectively with diverse stakeholders. The ideal candidate should also demonstrate a commitment to gender equality and human rights in development practices. Familiarity with the socio-economic context of Lao PDR and previous experience working in the region will be considered an asset.

Educational Background:
A master's degree or higher in environmental science, climate change, disaster management, or a related field is required for this position. Candidates with a PhD in a relevant discipline will be given preference. Additional certifications or training in project management, climate change adaptation, or disaster risk reduction will be advantageous.

Experience:
The position requires a minimum of 10 years of professional experience in climate change, disaster risk management, or related fields. Candidates should have a proven track record of leading teams and managing complex projects, particularly in developing countries. Experience working with international organizations, government agencies, and civil society organizations is highly desirable. Familiarity with the UN system and its processes, particularly in relation to climate change and sustainable development, is also important.

Languages:
Fluency in English is mandatory for this position, as all reports and communications will be conducted in English. Knowledge of Lao or other regional languages is considered an asset, as it may facilitate communication with local stakeholders and enhance the effectiveness of the team's work.

Additional Notes:
The contract for this position is for a duration of 35 working days. The role is expected to be full-time, with flexibility in working hours to accommodate consultations and meetings with stakeholders. The position is based in Laos, and the team leader may be required to travel within the country to conduct assessments and engage with local communities.
