Job Overview: The National Consultant - IT Expert will play a crucial role in supporting the National Agency for Vocational Education and Training and Qualifications (NAVETQ) in Albania. The primary function of this position is to provide expertise in understanding and enhancing the functionality of the SCVET.AL platform, which is an online tool designed for quality assurance in vocational education and training (VET). The consultant will be expected to analyze the current system, identify areas for improvement, and propose solutions that align with best practices in IT and educational technology. This role requires a deep understanding of both the technical aspects of IT systems and the educational context in which they operate. The consultant will work closely with NAVETQ to ensure that the platform meets the needs of its users and contributes effectively to the quality assurance processes in VET.
Duties and Responsibilities:
Conduct a comprehensive assessment of the SCVET.AL platform to evaluate its current functionality and effectiveness in supporting VET quality assurance.
Collaborate with NAVETQ and other stakeholders to gather requirements and feedback on the platform's performance.
Develop a detailed report outlining findings from the assessment, including recommendations for enhancements and modifications.
Provide technical expertise in the design and implementation of improvements to the SCVET.AL platform.
Facilitate training sessions for NAVETQ staff and users on the updated functionalities of the platform.
Ensure that the platform complies with relevant standards and best practices in IT and educational technology.
Support the development of user manuals and documentation for the SCVET.AL platform.
Participate in regular meetings with NAVETQ and UNDP to report on progress and address any challenges encountered during the consultancy.
Required Qualifications:
Proven experience in IT consultancy, particularly in the field of educational technology or vocational education and training systems.
Strong analytical skills with the ability to assess complex IT systems and propose effective solutions.
Excellent communication skills, both written and verbal, to effectively convey technical information to non-technical stakeholders.
Experience working with government agencies or international organizations is an advantage.
Familiarity with quality assurance processes in education and training is desirable.
Educational Background: A minimum of a Bachelor's degree in Information Technology, Computer Science, Educational Technology, or a related field is required. A Master's degree in a relevant discipline would be an advantage and may be preferred for this consultancy role.
Experience: At least 5 years of professional experience in IT consultancy, with a focus on educational systems or platforms. Experience in working with vocational education and training systems is highly desirable. Proven track record of successfully implementing IT solutions in educational contexts is essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Albanian is an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.
Additional Notes: This consultancy is offered as an individual contractor position, and the contract duration will be specified upon selection. The role is expected to be full-time, with flexibility in working hours to accommodate project needs. Compensation will be commensurate with experience and in line with UNDP standards.
