Job Overview: The Associate Human Resources Officer plays a crucial role in supporting the human resources functions within the United Nations Development Coordination Office. This position involves providing advice and support to managers and staff on various human resources-related matters, ensuring that the office operates efficiently and effectively. The officer will coordinate recruitment processes, manage onboarding and offboarding procedures, and oversee the administration of entitlements and benefits. Additionally, the role includes identifying staff development needs and designing training programs to enhance employee skills and career growth. The Associate Human Resources Officer will also be responsible for maintaining accurate HR records and ensuring compliance with UN policies and regulations. This position requires a proactive approach to problem-solving and a commitment to fostering a diverse and inclusive workplace.
Duties and Responsibilities: The duties and responsibilities of the Associate Human Resources Officer include:
Providing advice and support to managers and staff on human resources-related matters, ensuring compliance with UN policies and regulations.
Coordinating with client offices to identify upcoming vacancies and preparing vacancy announcements.
Managing the onboarding and offboarding processes for new and departing staff members.
Reviewing recommendations on entitlements based on appointment modalities and preparing exceptional cases for review.
Serving as an ex-officio member in examination boards and assessment panels as needed.
Monitoring the work of Human Resources Assistants in carrying out administrative transactions, including personnel actions and contract processing.
Organizing and coordinating the UNHQ internship-programme" style="border-bottom: 1px dotted #007bff !important;">Internship Programme.
Administering and providing advice on salary, benefits, travel, and social security" style="border-bottom: 1px dotted #007bff !important;">security entitlements.
Identifying and analyzing staff development needs and designing training programs accordingly. 1
Supporting the team’s SharePoint page with updated information and ensuring the accuracy of HR dashboards. 1
Preparing reviews of outside activities and financial disclosures, providing guidance to programme managers. 1
Analyzing data and identifying trends to support data-driven decision-making and reporting. 1
Developing reports to summarize findings and convey information to management.
Required Qualifications: Candidates must possess a first-level university degree in human resources management, business or public administration, social sciences, education, or a related field. Additionally, candidates should have a minimum of two years of progressively responsible experience in human resources management, administration, or a related area. Experience in data analytics or related fields is desirable. Familiarity with human resources practices within the UN common system agencies, funds, and programmes is required, along with experience using ERP/Oracle-based recruitment systems such as Inspira. Experience in large multilateral organizations with field offices and administering senior-level positions is also advantageous. Knowledge of data visualization tools such as Power BI or Canva is a plus.
Educational Background: The educational background required for this position includes a first-level university degree in human resources management, business or public administration, social sciences, education, or a related field. This educational foundation is essential for understanding the complexities of human resources management and the operational needs of the United Nations.
Experience: The position requires a minimum of two years of progressively responsible experience in human resources management, administration, or a related area. Candidates should have experience working within the UN common system or similar large international organizations. Experience in data analytics and familiarity with recruitment systems is also desirable, as is experience in managing human resources in a multilateral context.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas: reading, speaking, writing, and understanding. Knowledge of another language is rated as 'Confident' in two of the four areas.
Additional Notes: The appointment for this position is open for an initial period of one year and may be subject to extension based on funding availability. The selected candidate will receive a fixed-term appointment limited in accordance with UN administrative instructions.
