Job Overview: The Chief of Mission (COPA) will be responsible for overseeing the activities of IOM in the country, which includes effective fundraising and liaising with donors, developing resource mobilization mechanisms and fundraising strategies, and providing policy, administrative, programmatic, and financial support to the Country Office (CO). The COPA will report to the Director of the Office of Partnerships, Advocacy and Communications and the Director of the Resource Mobilization Division, while also collaborating closely with the Regional Director and relevant units at Headquarters. In program countries, the COPA will also report to the Resident Coordinator (RC) regarding IOM's contributions to the UN Sustainable Development Cooperation Framework (UNSDCF) objectives and the collective results of the UN development system towards achieving the 2030 Agenda at the country level. The role requires a strategic approach to resource mobilization, partnerships, and program development, ensuring alignment with IOM's overall mandate and strategy at the country level.
Duties and Responsibilities: The Chief of Mission will have a comprehensive set of responsibilities, including: driving effective fundraising and liaising with government and private sector entities; developing resource mobilization mechanisms and fundraising strategies; organizing annual IOM fundraising events; establishing partnerships with stakeholders within and beyond the UN Country Team (UNCT); representing IOM at national and international conferences; directing IOM's overall mandate and strategy at the country level; ensuring IOM policies are reflected in national priority setting; supervising project planning and implementation; evaluating operational activities; participating actively within the UNCT; managing operational, human resources, administrative, budgetary, and financial activities of the Country Office; facilitating knowledge generation and management; ensuring safety and security" style="border-bottom: 1px dotted #007bff !important;">security management of IOM personnel; and leading the PSEA/SH Strategy for IOM at the country level.
Required Qualifications: Candidates must possess a Master’s degree in Political or Social Science, International Relations, Business Administration, or a related field from an accredited academic institution. Additionally, candidates should have at least fifteen years of relevant professional experience, including extensive experience in general management, project and resource management, diplomacy, fundraising, public relations, and liaising with governmental and diplomatic authorities. Significant experience in delivering large and diverse programs in complex settings related to migration programming is also required.
Educational Background: The educational background required for this position includes a Master’s degree from an accredited institution in fields such as Political or Social Science, International Relations, Business Administration, or related areas. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a quality education that meets international standards.
Experience: The position requires extensive experience in general management, project and resource management, diplomacy, fundraising, and public relations. Candidates should have a proven track record of liaising with governmental and diplomatic authorities and international institutions, as well as significant experience in delivering large and diverse programs in complex settings, particularly in the context of migration programming, both in emergency and development scenarios.
Languages: Fluency in English (oral and written) is required for this position, as it is one of IOM's official languages. Fluency in German (oral and written) is highly desirable, and a working knowledge of another official UN language (such as Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
