Job Overview:
The Consultant for the Climate Migration Project will play a crucial role in the second phase of the initiative titled 'Climate Migration in Urban Areas: Challenges, Perceptions, and Inclusion.' This project is a collaborative effort between IOM's offices in France and Brazil, funded by the City of Paris. The consultant will be responsible for conducting research and analysis on the impact of climate change on migration patterns in urban settings, particularly in the cities of Paris and Rio de Janeiro. The consultant will work closely with local authorities to identify challenges and opportunities related to climate migration, contributing to the development of strategies that enhance urban resilience and promote the integration of climate migrants. The consultant's work will align with IOM's Institutional Strategy on Migration, Environment, and Climate Change 2021-2030, and will support the broader goals outlined in various international frameworks, including the Paris Agreement and the Sustainable Development Goals (SDGs).

Duties and Responsibilities:
The consultant will be tasked with several key deliverables throughout the project duration. These include:
  • Developing a scoping document that outlines the project's objectives, mapping relevant stakeholders, and creating a proposed outline and bibliography by May 30, 202
  • Conducting document analysis and identifying relevant stakeholders for interviews, with a completion date of June 30, 202
  • Drafting a comprehensive report that synthesizes findings and recommendations, due by August 29, 202
  • Finalizing the report and preparing a presentation for stakeholders by September 30, 202
  • The consultant's performance will be evaluated based on the timely delivery of these outputs and the quality of the work produced, which will be approved by the Project Manager in Brasília.

Required Qualifications:
Candidates must possess excellent communication skills, both written and oral, to effectively convey complex information to diverse audiences. A strong understanding of the intersection between migration, climate change, and urban development is essential. The consultant should demonstrate the ability to work collaboratively with various stakeholders, including government officials, community organizations, and academic institutions. Additionally, the consultant must exhibit professionalism, integrity, and a commitment to IOM's values of inclusion and respect for diversity.

Educational Background:
A master's degree from an accredited academic institution in Social Sciences, Political Sciences, Urbanism, or related fields is required for this position. A PhD degree is considered desirable and may enhance the candidate's qualifications for the role.

Experience:
Candidates should have experience in conducting research related to migration, environment, and climate change, particularly in urban contexts. Familiarity with the challenges and opportunities presented by climate migration is highly desirable. Previous work with international organizations or governmental agencies on related topics will be advantageous.

Languages:
Proficiency in Portuguese and English is mandatory for this position, as these are the primary languages of communication within the project. Knowledge of French is considered an asset, given the project's collaboration with the City of Paris and the need to engage with French-speaking stakeholders. Language proficiency will be assessed during the selection process, which may include written and/or oral evaluations.

Additional Notes:
The consultancy is subject to funding confirmation, and the appointment will require certification of the candidate's medical fitness for the role, as well as verification of residency, visa, and other necessary authorizations. The IOM provides coverage for occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational incidents.
