Job Overview: The consultant will play a crucial role in supporting the development of the UNCT-SWAP Gender Equality Scorecard Comprehensive Report. This position involves providing technical support throughout the preparation process, which includes designing and planning consultations with key stakeholders, conducting desk reviews, and co-writing the comprehensive report. The consultant will work closely with UN Women Indonesia's Monitoring and ReportingAnalyst, the Head of Programme, and other relevant stakeholders to ensure the quality and comprehensiveness of the report. The consultant's responsibilities will include analyzing existing documents, facilitating consultations, and synthesizing feedback to draft the final report. This role is essential for enhancing and accelerating gender mainstreaming efforts within the UN system, as outlined in the 2020 Quadrennial Comprehensive Policy Review.
Duties and Responsibilities:
Conduct a desk review of existing documents related to the Gender Scorecard and develop an inception report that includes an analysis and workplan.
Conceptualize and facilitate a series of consultations with the UN Gender Theme Group (GTG) to gather insights and consolidate findings into the report draft.
Co-write the final draft of the Gender Scorecard comprehensive report, ensuring that it reflects the inputs from consultations and desk reviews.
Collaborate with UN Women Indonesia staff and other stakeholders to validate data and finalize the report.
Ensure that all deliverables are completed on time and meet the quality standards set by UN Women.
Maintain effective communication with all stakeholders throughout the assignment to ensure alignment and clarity on objectives and expectations.
Required Qualifications:
A Master's degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Minimum of 2 years of professional work experience in intergovernmental organizations, international organizations, or the non-profit/development sector.
Demonstrated experience and knowledge of gender equality and women's empowerment issues, as well as familiarity with the UNCT-SWAP framework.
Proven ability to conduct desk research, data collection, and drafting of briefs/reports, with a focus on result-based management.
Educational Background: Candidates must possess a Master's degree in relevant fields such as Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. Alternatively, a first-level university degree along with two additional years of relevant experience may be considered acceptable. This educational background is essential for understanding the complexities of gender issues and the frameworks guiding UN Women’s initiatives.
Experience: The position requires a minimum of 2 years of professional experience in relevant sectors, particularly within intergovernmental or international organizations. Candidates should have a strong understanding of gender equality and women's empowerment issues, as well as experience with the UN system. Familiarity with conducting desk research, data collection, and drafting reports is also necessary, as these skills will be critical in fulfilling the responsibilities of the role.
Languages: Fluency in both Bahasa Indonesia and English is mandatory for this position, as the consultant will need to communicate effectively with various stakeholders and produce written reports in both languages. Additionally, working knowledge of another official UN language would be considered an asset, enhancing the consultant's ability to engage with a broader range of UN documents and communications.
Additional Notes: This consultancy is home-based, with required travel to the UN Women Office in Jakarta, Indonesia, as necessary.
