Job Overview:
The Procurement Officer plays a crucial role in the EpiC project, which is a global health initiative funded by the U.S. Department of State. This position is responsible for managing all procurement activities related to goods and services, including vendor and consultant services. The officer will oversee the entire procurement process, ensuring compliance with organizational policies and local laws. The role requires maintaining service contracts, consultant agreements, and subgrants, while also ensuring that all procurement files are organized and up to date. The Procurement Officer will work closely with technical staff to track deliverables and deadlines, ensuring that all procurement activities align with project goals and timelines. This position is essential for maintaining the operational efficiency of the project and ensuring that all procurement processes are conducted transparently and effectively.

Duties and Responsibilities:
The Procurement Officer will manage the procurement process for goods, services, and consultants, including overseeing the bidding and selection process. Responsibilities include maintaining service contracts, consultant agreements, and subgrants, tracking all contracts to ensure timely closeouts and renewals, and monitoring deliverable deadlines. The officer will also maintain procurement files, check goods and services received against orders, and coordinate with Human Resources for vendor solicitations. Additionally, the Procurement Officer will negotiate terms and conditions for contracts, manage vendor performance, and ensure compliance with FHI 360 procurement policies. Training staff on procurement procedures and assisting in the development of procurement operating procedures are also key responsibilities of this role.

Required Qualifications:
Candidates must possess a Bachelor's Degree or its international equivalent in business administration or a related field. A minimum of 8 years of procurement experience is required, along with a comprehensive knowledge of procurement standards and practices. Proficiency in office software such as MS Word, Excel, PowerPoint, and Outlook is essential. Excellent communication skills in both written and spoken Bahasa Indonesian and English are mandatory. Candidates should demonstrate high integrity, the ability to establish strong working relationships across diverse cultures, and a keen attention to detail and quality in their work.

Educational Background:
The educational background required for this position includes a Bachelor's Degree in business administration or a related field. This educational foundation is crucial for understanding the complexities of procurement processes and the legal and regulatory frameworks that govern them. Candidates with advanced degrees or additional certifications in procurement or supply chain management may be preferred, as they can bring additional expertise to the role.

Experience:
The position requires a minimum of 8 years of relevant procurement experience. This experience should include managing procurement processes in a complex organizational environment, preferably within international non-governmental organizations. Candidates should have a proven track record of successfully negotiating contracts, managing vendor relationships, and ensuring compliance with procurement policies and regulations. Experience in a global health context or with projects funded by international donors is highly desirable.

Languages:
Fluency in both written and spoken Bahasa Indonesian and English is mandatory for this position. This bilingual requirement is essential for effective communication with local vendors, stakeholders, and project staff. Additional language skills may be considered an asset, particularly if they relate to the regions where the project operates, as they can enhance collaboration and understanding among diverse teams.

This position is full-time and based in Jakarta, Indonesia. The role may require occasional travel within the country to meet with vendors and stakeholders.
