Job Overview:
The Sr. Laboratory and Diagnostics Officer plays a crucial role in providing technical guidance for the STRengthening Infectious disease DEtection Systems (STRIDES) Activity. This position is responsible for supporting the implementation of laboratory and diagnostic strategies across human and animal health laboratories. The officer will work closely with in-country staff to ensure that technical requirements are met in workplan design and quality assurance. The role involves monitoring strategic initiatives, contributing to the development of reports and technical materials, and evaluating programmatic effectiveness. The officer will also be involved in mentoring laboratory staff and ensuring adherence to protocols, thereby enhancing the overall capacity of laboratory and diagnostic teams.

Duties and Responsibilities:
The duties and responsibilities of the Sr. Laboratory and Diagnostics Officer include providing day-to-day technical implementation support for laboratory and diagnostic strengthening activities, mentoring laboratory staff, and ensuring alignment with approved workplans. The officer will implement and monitor laboratory protocols, support quality improvement actions, and contribute to the development of technical briefs and reports. Additionally, the officer will assist with research studies, monitor laboratory data quality, and support the implementation of technical support interventions. The role also involves preparing reports summarizing STRIDES results, tracking project spending, and ensuring compliance with donor and regulatory requirements.

Required Qualifications:
Candidates must possess in-depth knowledge of infectious disease diagnostics and experience in providing technical support for field implementation and project management. They should have a broader understanding of laboratory quality standards and proficiency in database management software. Strong organizational, analytical, and project management skills are essential, along with the ability to communicate effectively with clients and staff. The candidate should also demonstrate sensitivity to cultural diversity and possess excellent problem-solving skills.

Educational Background:
A Master’s Degree or International Equivalent in Knowledge/Information Services, Health, Human Development, Microbiology, Clinical Diagnostics, or a related field is required. Project Management Certification is preferred, indicating a strong foundation in managing projects effectively.

Experience:
Typically, candidates should have at least 6+ years of relevant experience in managing data collection and providing technical assistance. Proven knowledge and experience in diagnosing infectious diseases and strengthening laboratories to meet international quality standards are essential. Experience working in a non-governmental organization (NGO), government agency, or private organization is highly valued.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Proficiency in Tagalog is also required, as it will aid in documentation and communication within the team and with stakeholders.

Additional Notes:
This position may require local and regional travel (10%-25%) and involves working in a typical office environment. The role is full-time and may involve long hours of computer work.
