Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Advisor plays a crucial role in providing technical guidance on all MEL aspects of the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in Indonesia. This position involves overseeing the execution of day-to-day MEL activities, developing and implementing policies and processes, and ensuring quality service delivery through the use of project data to facilitate evidence-based decision-making. The MEL Advisor will lead the development, operationalization, implementation, and management of MEL systems, tools, and procedures to collect, collate, analyze, interpret, and utilize data that demonstrates impact and accountability of the Activity. This role includes direct and indirect supervision of technical staff and subcontractors at both the HQ and in-country levels, ensuring that activities align with workplan objectives and the Activity MEL Plan (AMELP), as well as USG priorities. The MEL Advisor will also work closely with the STRIDES US-based project management teams and contribute to FHI 360’s thought leadership in MEL by documenting best practices.

Duties and Responsibilities:
The MEL Advisor will be responsible for a comprehensive set of duties, including but not limited to: supporting the design, development, planning, implementation, and reporting against the STRIDES AMELP; developing, operationalizing, implementing, and managing MEL systems, tools, and procedures; tracking progress against MEL indicators and targets; ensuring integration of high-quality quantitative and qualitative methods in MEL plans; assessing subcontractors' MEL-related data and reporting efforts; building staff MEL capacity; leading learning activities and data use initiatives; managing relationships with government counterparts and multisectoral partners; developing country-specific MEL plans and budgets; supervising and mentoring staff; overseeing recruitment and onboarding processes; supporting performance management and professional development; and coordinating the design and implementation of training and workshops related to research, surveillance, and monitoring.

Required Qualifications:
Candidates must possess comprehensive knowledge and experience with mechanisms in national and international MEL practices. They should demonstrate the ability to manage projects, set realistic priorities, and plan for successful implementation of activities. Excellent oral and written communication skills are essential, with fluency in English required and proficiency in Bahasa being desirable. Strong organizational and analytical skills, along with demonstrated project and technical leadership, are also necessary. The ability to motivate, influence, mentor, and collaborate effectively with others to achieve STRIDES objectives is crucial. Candidates should have strong negotiation skills and the ability to build positive working relationships with various stakeholders, including government officials and donor representatives. Attention to detail and effectiveness under deadlines are important attributes.

Educational Background:
A Master’s Degree or its international equivalent in Public Health, Biostatistics, Epidemiology, Knowledge/Information Services, Communications, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field is required. A Project Management (PM) Certification is preferred.

Experience:
Typically, candidates should have at least 8+ years of relevant experience in designing and evaluating applicable programs/services in a managerial position in MEL. They should have demonstrated experience serving as a lead subject matter expert in MEL and managing complex projects spanning multiple countries. Experience in developing publications, presentations, and reports that clearly articulate technical information to both technical and non-technical audiences is essential. Candidates should also have demonstrated expertise in quantitative and qualitative methods for routine monitoring, assessment, evaluation, or learning, as well as proficiency with relevant statistical analysis and data visualization software such as Strata, SAS, SPSS, Epi Info, Tableau, or PowerBI. Experience in staff development and capacity building is also important, along with the ability to build teams and retain talent. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is preferred.

Languages:
Fluency in English is mandatory, while proficiency in Bahasa is considered a valuable asset. Candidates should possess excellent communication skills to effectively convey information and collaborate with diverse teams and stakeholders.
