Job Overview: The National Consultant for the WE Nexus Project will play a crucial role in overseeing and supporting UN Women in enhancing resilience policy coordination and coherence within the program. This position is central to ensuring the effective implementation of the WE Nexus initiative and advancing UN Women’s commitment to promoting gender-responsive humanitarian action and resilience building in Indonesia. The consultant will work closely with government counterparts, particularly the Coordinating Ministry of Human Development and Cultural Affairs (Kemenko PMK), and will be responsible for providing technical expertise in the strategic development and implementation of the KITA TANGGUH program. This includes facilitating inter-ministerial coordination, developing strategic policies, and ensuring the meaningful participation of women and marginalized groups in resilience-building efforts. The consultant will also contribute to maintaining strong partnerships between UN Women and Kemenko PMK across various programs, ensuring coherent and high-quality technical assistance delivery.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including serving as a technical expert to support the strategic development and implementation of the KITA TANGGUH program. This involves activating the Secretariat of KITA TANGGUH as an inter-ministerial coordination mechanism, providing technical assistance to the Kemenko PMK, and facilitating formal coordination processes with key stakeholders. The consultant will also support the formulation of strategic policies related to rehabilitation and reconstruction in Sumatra, draft policy documents, and ensure that gender-sensitive approaches are integrated into disaster risk reduction and resilience-building efforts. Additionally, the consultant will manage relationships among various stakeholders, including government agencies, civil society organizations, and the private sector, to promote policy harmonization and enhance multisectoral collaboration.
Required Qualifications: Candidates must possess a Master’s degree in international development studies, Public Policy Administration, Social or Political Studies, Gender Studies, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires at least one year of progressively responsible work experience for those with a master’s degree, or three years for those with a bachelor’s degree, in multi-stakeholder coordination and evidence-based policy formulation. Experience in disaster management, humanitarian response, and working with national governments or UN agencies is highly desirable. Strong analytical skills, excellent communication abilities, and a proven track record in leading the development of policy briefs and strategic documents are essential.
Educational Background: A Master’s degree in relevant fields such as international development studies, Public Policy Administration, Social or Political Studies, or Gender Studies is required. A first-level university degree may be accepted in combination with additional qualifying experience. This educational background is crucial for understanding the complexities of gender-responsive policy development and disaster management.
Experience: The consultant should have at least one year of relevant experience for those holding a master's degree, or three years for those with a bachelor's degree. This experience should include work in multi-stakeholder coordination, evidence-based policy formulation, and collaboration with government entities. Experience in disaster management and humanitarian response is an asset, particularly in contexts requiring inter-cluster or multi-agency coordination. Candidates should demonstrate strong analytical skills and the ability to work independently while delivering results.
Languages: Fluency in both English and Bahasa is required for this position. Proficiency in these languages is essential for effective communication and collaboration with various stakeholders, including government officials, civil society organizations, and international partners.
Additional Notes: This consultancy is office-based with a flexible working arrangement as approved by the consultant’s supervisor. The consultant will primarily work from the Coordinating Ministry of Human Development and Cultural Affairs (Kemenko PMK) and UN Women designated workspaces. Travel to disaster-affected areas may be required as per the invitation from the Coordinating Ministry.
