Job Overview:
The consultant will play a pivotal role in coordinating and supporting data collection for the Health Labour Market Analysis (HLMA) in Indonesia. This position involves working closely with the HLMA Working Group to ensure effective coordination among stakeholders, compiling and validating datasets, and managing the delivery of high-quality analytical and policy outputs. The consultant will also be responsible for organizing and documenting HLMA workshops, contributing to the drafting of the final HLMA report and policy brief, and preparing for the HLMA Policy dialogue. The overarching goal of this consultancy is to generate evidence on workforce supply, demand, distribution, and governance, which will inform policy discussions and decisions in the health sector.

Duties and Responsibilities:
The consultant's duties will include the following:
  • Support the establishment of the Technical Working Group (TWG) and conduct initial meetings to finalize key policy questions and work plans.
  • Identify and document available health workforce data sources, develop data collection tools, and agree on data templates and protocols.
  • Compile, validate, and organize quantitative data from national and subnational sources, ensuring the HLMA data is kept updated.
  • Collaborate with WHO to support the initial analysis of workforce trends and distribution, preparing summaries of key indicators and presenting preliminary results to the TWG.
  • Conduct key informant interviews and consultations to gather qualitative evidence on workforce governance and system factors.
  • Integrate quantitative and qualitative findings, conduct root cause analysis, and develop draft recommendations.
  • Present draft findings and recommendations for validation, and finalize the HLMA analytical report, policy brief, and presentation materials.
  • Assist in organizing and documenting HLMA-related workshops and meetings, coordinating with MOH departments, WHO staff, and relevant stakeholders.
  • Maintain regular communication and ensure timely submission of deliverables, including progress reports and meeting summaries.

Required Qualifications:
The position requires the following qualifications:
  • Essential: A Bachelor’s degree in public health, Nursing, Statistics, Health Information Management, Data Science, or a related field.
  • Essential: At least two years of experience working with the Ministry of Health (MOH) or the Directorate General of Health Services (DG SDMK) on health workforce policy and planning frameworks.
  • Skills/Knowledge: Proficiency in data collection and management, both quantitative and qualitative; strong analytical and writing skills; experience in health labour market analysis; good coordination and communication skills; attention to detail and organizational skills; ability to manage and check data accurately; and effective teamwork skills.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as public health, Nursing, Statistics, Health Information Management, Data Science, or a related discipline. This educational background is essential for understanding the complexities of health systems and workforce dynamics, as well as for conducting data analysis and interpretation.

Experience:
The consultant is expected to have a minimum of two years of relevant experience, particularly in working with the Ministry of Health or similar organizations on health workforce policy and planning frameworks. This experience should include familiarity with data collection and analysis, as well as engagement with health policy stakeholders.

Languages:
Expert knowledge of written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the stakeholders involved in the HLMA.

  • The consultant will be based on-site at the Directorate General of Health Human Resources, Ministry of Health Indonesia, and the WHO Country Office Indonesia. The remuneration for this position is IDR 15,000,000 per month. The consultant may be required to undertake domestic travel for HLMA-related activities, including workshops and stakeholder consultations, with all travel requiring prior WHO approval.
