Job Overview: The EpiC project, funded by the U.S. Government and implemented by FHI 360, aims to enhance Indonesia's national capacity to prepare for and respond to infectious disease outbreaks and pandemic threats. This position is crucial for developing and implementing effective public health messaging and community engagement strategies that are evidence-based, culturally appropriate, and timely. The specialist will work closely with local governments and stakeholders to ensure that communication efforts are aligned with the needs of at-risk populations and the general public during health emergencies. The role involves establishing a technical task force, coordinating multisectoral consultations, and leading community-level engagements to ensure that messaging is inclusive and community-driven. The specialist will also contribute to the development of a National EMCE Plan for Outbreak Response, ensuring that all communication strategies are integrated within broader public health interventions.
Duties and Responsibilities: The Public Health Messaging and Community Engagement Specialist will be responsible for a variety of tasks, including but not limited to:
Supporting the establishment and operationalization of a Rapid Multisectoral Evidence Based Public Health Messaging and Community Engagement (EMCE) Technical Task Force.
Leading the review of existing EMCE materials and communication channels in collaboration with relevant government entities.
Contributing to the development of a National EMCE Plan for Outbreak Response, including drafting SOPs and defining roles and responsibilities.
Leading community-level consultations to ensure messaging is tailored and inclusive.
Providing technical support in reviewing and developing EMCE training materials.
Organizing and delivering Training-of-Trainers (ToT) workshops for local EMCE cadres.
Collaborating with EpiC technical teams to integrate EMCE activities within broader outbreak preparedness interventions.
Maintaining engagement with national authorities and NGOs to ensure alignment and sustainability of EMCE efforts. 1
Documenting and reporting EMCE activities, including meeting notes and training records.
Required Qualifications: Candidates must possess a Master's degree in public health, communication, social or behavioral sciences, or a related discipline. Additionally, they should have 5-7 years of relevant experience, particularly in global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security programs in Indonesia or the region, with a focus on EMCE and communications. Experience in developing and implementing EMCE training, messages, materials, and strategies during public health emergencies is essential. Specialized training or certification in emergencyrisk communication, infodemic management, or community engagement in health emergencies is preferred. Familiarity with zoonotic diseases and multisectoral coordination mechanisms will be an advantage.
Educational Background: The educational background required for this position includes a Master's degree in public health, communication, social or behavioral sciences, or a related field. This advanced degree should be complemented by relevant experience in the field, particularly in areas related to public health messaging and community engagement during health emergencies.
Experience: The ideal candidate should have between 5 to 7 years of experience in public health, specifically in roles that involve emergency risk communication and community engagement. This experience should include work within global health security programs, particularly in Indonesia or similar contexts, focusing on the development and implementation of communication strategies during public health emergencies, pandemics, or outbreaks.
Languages: Fluency in English is required, along with proficiency in the local language of Indonesia. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the communities served by the EpiC project.
