  • The project is led by FHI 360 in collaboration with core partners such as Right to Care, Palladium International, and Population Services International. EpiC aims to deliver high-quality technical support at various levels, including community, facility, district, regional, and national levels, while building relationships with stakeholders addressing health security" style="border-bottom: 1px dotted #007bff !important;">security issues. The initiative leverages a network of country-based clinical, program, and community experts to respond effectively to program, technical, and procurement needs. In Indonesia, the U.S. Department of State will support EpiC in implementing a Global Health Security (GHS) project from October 1, 2025, to September 30, 2026, with a dedicated team based in Jakarta and support from staff in three target provinces. EpiC will collaborate closely with the Indonesia GHS STRIDES team to align animal and human health interventions, ensuring a unified multisectoral approach and promoting government ownership through transition plans that encourage cost-sharing and replication of best practices.

Job Overview:
The Senior M&E/SI Technical Officer will play a crucial role in providing technical leadership for all monitoring, evaluation, and learning (MEL) components of the EpiC GHS project in Indonesia. This position involves the development, implementation, and management of MEL strategies and annual plans, which include setting indicator targets, monitoring project performance, conducting data quality audits, and engaging in continual quality improvement processes. The officer will also be responsible for operational research and surveillance that informs evidence-based programming, advocacy, and communications for effective health emergency responses. The role requires collaboration with various stakeholders to enhance data utilization in decision-making and advocacy efforts, ensuring that the project meets its objectives and contributes to health security in Indonesia.

Duties and Responsibilities:
The Senior M&E/SI Technical Officer will ensure that programs are effectively monitored and evaluated, establishing appropriate indicators of success and impact measurements. Responsibilities include providing technical leadership in M&E/SI, leading capacity-building efforts for the Government of Indonesia and local partners, and supporting continual quality improvement processes across technical units. The officer will manage M&E/SI activities related to performance, including designing M&E systems, selecting and measuring indicators, developing reporting forms, and ensuring data quality assurance. Additionally, the officer will work with stakeholders to enhance data use in advocacy, support data visualization efforts, manage the project ME/SI team, develop and monitor project budgets, and report regularly on project progress. The role also involves staying updated on GHS programming and collaborating with partners to present and publish evaluation results at conferences and in peer-reviewed journals.

Required Qualifications:
Candidates must possess a degree in statistics, biostatistics, mathematics, public health, epidemiology, evaluation science, or related fields. A minimum of 5 years of relevant work experience is required, with demonstrated expertise in M&E/SI within the health sector. Proven capacity to ensure data quality and M&E rigor is essential, along with the ability to work effectively with government representatives, communities, and civil society. Candidates should demonstrate the capability to strengthen partners' M&E skills and coordinate evaluation processes across multiple technical offices and regions. Mastery of qualitative and quantitative data collection methodologies, experience with continual quality improvement processes, and strong data analysis and visualization skills are also required. Proficiency in developing dashboards with real-time applications is necessary, as well as well-developed communication skills in both Bahasa Indonesian and English.

Educational Background:
The position requires a degree in a relevant field such as statistics, biostatistics, mathematics, public health, epidemiology, or evaluation science. This educational background is crucial for understanding the complexities of monitoring and evaluation processes in health initiatives and for effectively contributing to the EpiC GHS project.

Experience:
Candidates should have a minimum of 5 years of relevant work experience, specifically in monitoring and evaluation or strategic information within the health sector. This experience should include demonstrated M&E/SI expertise, ensuring data quality, and working with various stakeholders, including government entities and civil society organizations. The ability to coordinate M&E processes across different technical offices and geographic regions is also essential.

Languages:
Fluency in both Bahasa Indonesian and English is mandatory for this position. Strong written and oral communication skills in these languages are necessary to effectively engage with stakeholders and communicate findings. Additional language skills may be considered an asset but are not required.
