Job Overview: The consultant will be responsible for designing, developing, and operationalizing a strategic social media plan that is grounded in behavior change communication principles and aligns with IOM communication standards and donor requirements. The role involves serving as the focal point for coordination with external vendors for materials production, providing strategic guidance, supervision, and quality assurance. The consultant will ensure that all social media assets are developed with culturally sensitive key messages, edited and finalized with strong visual impacts, and disseminated timely across three main social media platforms: Facebook, Instagram, and TikTok. Additionally, the consultant will support the overall online campaign activation targeted at migrants, specifically Rohingya and Sri Lankan refugees, as well as coastal communities in Indonesia. The position requires leading the development of a data-driven social media strategy, including audience segmentation, setting key performance indicators (KPIs), conducting relevant research, and content scheduling. The consultant will also be responsible for maintaining regular coordination with IOM to ensure campaign implementation aligns with project objectives and field activities, as well as leading administrative processes related to vendor management.
Duties and Responsibilities: The consultant's core responsibilities include designing and operationalizing a strategic social media plan, coordinating with external vendors for materials production, ensuring culturally sensitive messaging in social media assets, and supporting online campaign activation. The consultant will lead the development of a data-driven social media strategy, produce monthly reports on social media engagement and content performance, and maintain regular coordination with IOM. Additionally, the consultant will provide monthly reports on social media engagement, conduct social media listening and monitoring, and analyze perceptions on safe migration and migrant smuggling. The consultant will also manage administrative processes related to vendor management, including documentation, verification of deliverables, and payment processing.
Required Qualifications: The consultant should possess a Bachelor's degree in communications, journalism, public relations, social science, digital media, or a related field from an accredited academic institution, along with at least three years of experience in social media marketing, content creation, and social media management. Alternatively, a school diploma with at least four years of relevant professional experience is acceptable. Proven experience in developing content strategy and creation, planning, and implementation is essential. Experience in handling project objectives on Communication for Development or Social Behaviour Change Communications will be considered a strong asset. The consultant should also have experience managing social media accounts and a good understanding of modern visual design principles and elements, as well as proficiency in professional design tools.
Educational Background: A Bachelor's degree in communications, journalism, public relations, social science, digital media, or a related field is required. Candidates with a school diploma must have at least four years of relevant professional experience. The educational background should be from an accredited academic institution, ensuring that the candidate has the necessary theoretical knowledge and practical skills to perform the job effectively.
Experience: Candidates should have at least three years of experience in social media marketing, content creation, and social media management. Proven experience in developing content strategies and implementing them successfully is crucial. Experience in handling project objectives related to Communication for Development or Social Behaviour Change Communications will be considered a strong asset. Familiarity with migration issues, forced migration, and people smuggling, particularly in the context of Indonesia, is advantageous. Experience working with vulnerable communities and providing support for project implementation will also be beneficial.
Languages: IOM's official languages are English, French, and Spanish. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. Candidates should demonstrate strong communication skills in the required languages, as effective communication is essential for the role.
