Job Overview:
The National Consultant – HIV Lead Writer will play a crucial role in supporting the Ministry of Health (MoH) of Indonesia in developing the HIV component of the Global Fund's Grant Cycle 8 (GC8) Funding Request. This position requires a dedicated technical writer who will synthesize information, coordinate with various stakeholders, and ensure that the funding request aligns with national strategies and Global Fund guidelines. The consultant will be responsible for drafting narrative sections, ensuring coherence across documents, and incorporating feedback from multiple stakeholders, including civil society and community representatives. The consultant will also provide technical writing support during the Global Fund review process, ensuring that the proposal meets all necessary requirements for approval.

Duties and Responsibilities:
  • Conduct a technical review of relevant Global Fund GC8 guidance documents and national HIV strategic plans.
  • Ensure alignment of proposed interventions with national priorities and epidemiological gaps.
  • Lead the drafting of the HIV narrative sections, including situation analysis, programmatic objectives, and justification of selected interventions.
  • Ensure coherence between narrative sections, modular tables, indicators, targets, budgets, and implementation arrangements.
  • Work closely with MoH technical teams, WHO, and other stakeholders to incorporate feedback.
  • Participate in technical meetings and writing retreats.
  • Revise drafts based on consultations and feedback.
  • Support the final consolidation and submission of the HIV component of the Funding Request.
  • Provide technical writing support during the Global Fund review process, including responses to comments from the Technical Review Panel (TRP). 1
  • Continue providing advisory support until the proposal reaches technical acceptance.

Required Qualifications:
  • Advanced degree in public health, medicine, social sciences, or a related field.
  • At least 5 years of experience in HIV programming, with strong knowledge of Care, Support and Treatment (CST), Elimination of Mother to Child Transmission (EMTCT), and TB-HIV.
  • Demonstrated experience in drafting Global Fund funding requests, particularly for the HIV component.
  • Strong understanding of Global Fund modular frameworks and results-based financing.
  • Proven ability to synthesize technical inputs from multiple stakeholders into clear narratives.

Educational Background:
Essential: An advanced degree in public health, medicine, social sciences, or a related field is required. Desirable: No additional qualifications are specified.

Experience:
The consultant must have at least 5 years of relevant experience in HIV programming, with a strong focus on CST, EMTCT, and TB-HIV. Experience in developing Global Fund funding requests and direct engagement with the Global Fund Technical Review Panel (TRP) process is essential. Prior experience working with WHO, UN agencies, or Ministries of Health is highly desirable.

Languages:
Essential: Expert knowledge of written English is required. No additional languages are specified as desirable.

Additional Notes:
The consultancy is home-based with some on-site work at MoH/WHO premises during travel days. The total duration of the contract is 50 working days within a 4-month timeframe. The remuneration is IDR 3,000,000 per day, excluding travel costs. The consultant will be required to confirm vaccination status as per WHO requirements before undertaking the assignment.
