Job Overview:
The consultancy aims to conduct a comprehensive national assessment of the paediatric medicines landscape in Indonesia. This includes estimating needs, analyzing bottlenecks, and identifying priority formulations for children. The consultant will engage with national stakeholders and contribute to developing a roadmap to enhance access to paediatric medicines. The role is critical in addressing the significant gap in child health, particularly in low- and middle-income countries where access to safe and effective medicines for children is often limited. The consultant will work under the supervision of the National Professional Officer and Team Lead, focusing on delivering actionable insights and recommendations to improve the paediatric health landscape in Indonesia.

Duties and Responsibilities:
The consultant will be responsible for several key outputs throughout the consultancy period. These include:
  • **Inception Report**: Conducting a desk review of existing national policies, guidelines, and relevant literature, and preparing a detailed inception report outlining methodology and timelines.
  • **National Landscape Mapping Report**: Assessing the availability and registration status of key paediatric formulations, reviewing procurement systems, and identifying gaps and best practices in paediatric medicines access.
  • **Needs Estimation and Priority List**: Identifying high-burden paediatric diseases, estimating national needs for formulations, and creating a priority list of required paediatric medicines.
  • **Bottleneck Analysis Report**: Analyzing barriers across the paediatric medicines access pathway and summarizing key bottlenecks and opportunities for action.
  • **Stakeholder Mapping**: Conducting interviews with various stakeholders and producing a synthesis of findings.
  • **Consultation Workshop Report**: Presenting findings to stakeholders and documenting workshop outcomes.
  • **Final Report**: Integrating all findings into a consolidated report that includes a national roadmap/action plan and a summary of best practices identified during the assessment.

Required Qualifications:
Candidates must possess a first university degree in public health, pharmacy, health economics, health systems, paediatrics, or a related field. A master's degree in these areas is desirable. Essential qualifications include a minimum of 2-5 years of experience in essential medicines, paediatric health, pharmaceutical systems, regulatory affairs, or health supply chains. Demonstrated experience in conducting national-level health assessments and qualitative data collection is required. Desirable qualifications include experience working with WHO, UNICEF, or other international health organizations, particularly in Asia or low- and middle-income contexts.

Educational Background:
The educational background required for this position includes a bachelor's degree in public health, pharmacy, health economics, health systems, paediatrics, or a related field. A master's degree in these disciplines is considered an asset and may enhance the candidate's qualifications for the role.

Experience:
The position requires candidates to have a minimum of 2-5 years of relevant experience. This experience should encompass essential medicines, paediatric health, pharmaceutical systems, regulatory affairs, or health supply chains. Candidates should have a proven track record in conducting national-level health assessments, landscape analyses, and market studies, as well as experience in qualitative data collection, including key informant interviews. Experience working with international health organizations such as WHO or UNICEF, particularly in the context of Asia or low- and middle-income countries, is highly desirable.

Languages:
The essential language requirement for this position is excellent written and spoken English. Knowledge of the local language in Indonesia is considered an important asset, as it may facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.

The consultancy is part-time with an expected duration of 6 months, from March to September 202
  • The remuneration is set at IDR 4,000,000 per day, with payment scheduled 45 days within the contract duration. Travel may be required for stakeholder consultations or data collection, and all travel must be approved by WHO and conducted according to WHO travel policies.
