Job Overview: The consultancy aims to lead the drafting, consolidation, and refinement of the Tuberculosis (TB) Funding Request narrative and related annexes in accordance with Global Fund requirements, national strategic plans, and programmatic priorities. The consultant will act as the writing team lead, coordinating the TB consultant team to ensure the quality and alignment of deliverables. This role requires close collaboration with the Country Coordinating Mechanism (CCM) Technical Working Group for TB and the National TB Program, as well as engagement with communities and inputs from the Global Fund Secretariat and other technical partners. The consultant will be responsible for ensuring that the TB proposal is technically sound, strategically aligned, and evidence-based, with a focus on timely submission for the Global Fund Grant Cycle 8 (GC8) for the period 2027–2029.
Duties and Responsibilities: The consultant will be responsible for several key deliverables, including:
Drafting the first version of the Funding Request document, which includes various attachments such as the Funding Request Form, Matching Fund Request, Programmatic Gap Table, Funding Landscape Table, and others. The expected delivery date for this draft is May 15, 202
Preparing a draft Funding Request submission document package that addresses peer review recommendations endorsed by the CCM, TWG ATM-R, and the Ministry of Health, due by May 31, 202
Submitting the final version of the complete Funding Request submission document package to the CCM for endorsement, with a deadline of June 15, 202
Compiling a final assignment report that includes Grant Confirmation based on the grant negotiation process, due by June 30, 2026.
Required Qualifications: The position requires a Master's degree or higher in public health, international development, social sciences, or a related field. Essential qualifications include at least 15 years of experience in planning, implementing, and monitoring large-scale health programs, particularly in ATM-R programs. Candidates must have experience in developing and drafting Funding Requests for the Global Fund, working in the health sector in Indonesia, and collaborating with multilateral and bilateral donors, international health partners, and civil society representatives. A strong understanding of Global Fund procedures and the socio-cultural context of the ATM-R Program in Indonesia is preferred. Additionally, candidates should demonstrate skills in research, strategic planning, and effective communication with multi-stakeholder partners.
Educational Background: Candidates must possess a Master's degree or higher in public health, international development, social sciences, or an equivalent field. This educational background is essential for understanding the complexities of health programs and the requirements of the Global Fund.
Experience: Candidates should have a minimum of 15 years of relevant experience in the health sector, particularly in planning, implementing, and evaluating large-scale health programs. Experience in developing Funding Requests for the Global Fund and working within the Indonesian health sector, especially in Tuberculosis management, is crucial. Familiarity with the socio-political context of Indonesia and the ability to engage with various stakeholders is also necessary.
Languages: Fluency in written and spoken English is mandatory, along with excellent writing/reporting skills. Proficiency in Bahasa Indonesia is also required, as effective communication in both languages is essential for this role.
