Job Overview: The Programme Associate (Labour Mobility) will play a crucial role in supporting the Labour Mobility team and the Refugee Care and Assistance team in planning, implementing, and monitoring activities related to the Complementary Labour Pathways (CLP) programme. This position requires close collaboration with various stakeholders, including potential employers and educational institutions, to enhance opportunities for refugees in Indonesia. The incumbent will be responsible for maintaining a talent catalogue among refugees, implementing a case management system, and facilitating meetings and workshops. The role also involves drafting reports, correspondence, and other documentation related to project issues, as well as responding to complex information requests. The Programme Associate will act as a focal point for administrative coordination, ensuring effective communication and collaboration with diverse organizational units and external parties. This position is vital for advancing IOM's mission to support refugees and promote ethical recruitment processes.
Duties and Responsibilities:
Assist in the planning, implementation, and monitoring of activities related to the CLP, working closely with the Labour Mobility team and the Refugee Care and Assistance team.
Support the establishment or strengthening of partnerships with existing or potential employers and programs for candidate-matching and ethical recruitment. Maintain mapping and comparative analysis of existing labour and educational immigration programs available for refugees.
Maintain a talent catalogue among refugees and implement a case management system to track and monitor CLP applications; arrange and facilitate meetings, workshops, interviews, and focus group discussions in coordination with relevant project teams.
Assist in implementing strategic and operational documents on CLP and periodically support their review and update in coordination with relevant staff; provide technical inputs on CLP programming through regular briefings and effective communication.
Act as the focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow up on administrative actions, and monitor the budget.
Compile, summarize, analyze, and present information/data, including supporting timely inputs into the RAMS of relevant assistance information.
Draft status reports, identifying shortfalls in delivery, bringing them to the attention of the supervisor and suggesting remedial actions.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations, and other forms of documentation.
Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops, and training sessions. 1
Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, CSOs, and other stakeholders relevant to the project. 1
Provide guidance and support for capacity building of staff and partners. 1
Contribute to knowledge sharing and new initiatives relevant to Labour Mobility Programming. 1

Required Qualifications: The ideal candidate should possess a University Degree in Management, Economics, Political Science, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, or Business and Counseling, along with three years of relevant working experience. Alternatively, a completed High School diploma from an accredited academic institution with five years of working experience is acceptable. Candidates should have a good knowledge of and experience in managing program and operational activities, particularly in protection assistance and mental health assistance. Relevant working experience in project implementation support and training delivery is advantageous. Experience in organizing administrative activities and working on migration management activities is also required.
Educational Background: Candidates must have a University Degree in relevant fields such as Management, Economics, Political Science, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, or Business and Counseling. Alternatively, a completed High School diploma from an accredited institution with five years of relevant working experience is acceptable. The educational background should align with the responsibilities of the Programme Associate role, emphasizing the importance of understanding migration issues and program management.
Experience: Candidates should be Indonesian nationals with a solid understanding of and experience in managing program and operational activities. A minimum of three years of relevant working experience is required, particularly in protection assistance and mental health assistance. Experience in project implementation support and training delivery is preferred. Additionally, candidates should have experience organizing administrative activities and working on migration management activities, as well as familiarity with beneficiary contexts.
Languages: Fluency in English and Bahasa Indonesia is required, both oral and written. IOM's official languages include English, French, and Spanish, but for this position, proficiency in English and Bahasa Indonesia is mandatory. Knowledge of additional languages may be considered an asset but is not required.
