IOM Indonesia engages in several thematic areas, including Counter-Trafficking, Labour Mobility and Social Inclusion, Disasters, Climate and Resilience, Immigration and Border Governance, Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns. The organization focuses on facilitating regular migration pathways, which allow individuals to move legally and safely, and supports states in establishing and enhancing these pathways through various mechanisms and interventions throughout the migration cycle.

Job Overview:
The Programme Assistant will play a crucial role in supporting the Health Insurance Unit under the refugee care programme. Reporting to the Chief Migration Health Officer and the National Psychiatrist Officer, the successful candidate will assist in the implementation and monitoring of health insurance activities. This position requires close collaboration with the Health Care team, the programme team, and the Resource Management Unit. The Programme Assistant will be responsible for compiling and presenting data related to health insurance, monitoring budgets, and ensuring the availability of funds. Additionally, the role involves administrative coordination, drafting reports and correspondence, organizing meetings and training sessions, and responding to inquiries regarding health insurance. The Programme Assistant will also maintain records and files related to health insurance activities, ensuring that all documentation is accurate and up-to-date. This position is vital for ensuring that beneficiaries under the refugee care programme receive the necessary health insurance support and services.

Duties and Responsibilities:
The Programme Assistant will have a comprehensive set of responsibilities, including:
  • Assisting in the implementation and monitoring of health insurance activities under the Refugee Care Programme (RCA).
  • Retrieving, compiling, summarizing, and presenting information and data on health insurance and related activities.
  • Monitoring the budget for health insurance, verifying the availability of funds, obtaining necessary approvals, and updating budget-related information.
  • Supporting the administrative coordination of health insurance implementation, which involves liaising with relevant staff and interlocutors to initiate requests, obtain clearances, and process administrative actions.
  • Drafting status reports that identify shortfalls in delivery and bringing these to the attention of the supervisor and Chief Migration Health Officer.
  • Drafting correspondence, reports, briefing notes, graphics, statistical tables, presentations, and other documentation as required.
  • Organizing meetings, workshops, and training sessions related to health insurance.
  • Responding to general information requests and inquiries regarding health insurance.
  • Setting up and maintaining files and records related to health insurance activities. 1
  • Performing other related duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a school diploma with four years of relevant experience, or a Bachelor’s degree in Nursing, Public Health, Administration Management/Medical Administration, or a related field from an accredited academic institution with at least two years of relevant working experience. The educational qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database. Candidates should demonstrate a strong understanding of project administration and operational implementation, particularly in a medical or humanitarian context. Experience working with refugees or migrants in a medical setting is considered an advantage, as is prior work experience with international humanitarian organizations or government institutions in a multicultural environment.

Educational Background:
The educational background required for this position includes either a school diploma with four years of relevant experience or a Bachelor’s degree in a relevant field such as Nursing, Public Health, Administration Management, or Medical Administration. The degree must be obtained from an accredited academic institution, and candidates should have at least two years of relevant professional experience. It is essential that the educational qualifications are recognized by the UNESCO World Higher Education Database, ensuring that the candidate has received a quality education that meets international standards.

Experience:
The position requires candidates to be Indonesian nationals with a good knowledge of and experience in project administration and operational implementation. Experience working with refugees or migrants in a medical setting is advantageous, as is familiarity with health insurance processes. Candidates with prior work experience in international humanitarian organizations, non-governmental organizations, or government institutions in a multicultural setting will be preferred. The role demands a demonstrated ability to handle and report medical data accurately, as well as proficiency in using MS Office applications and strong organizational and communication skills.

Languages:
IOM’s official languages are English, French, and Spanish. Proficiency in the required language(s) will be specifically evaluated during the selection process, which may include written and/or oral assessments. Candidates should be prepared to demonstrate their language skills as part of the recruitment process, ensuring effective communication within the organization and with stakeholders.

Additional Notes:
The position is offered as a Special Short-Term Contract and is subject to funding confirmation. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. This post is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Indonesia will be considered. The appointment will also be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the relevant government authorities.
