Job Overview: The Operations Officer (HACT) position at UNICEF Jakarta is crucial for overseeing HACT functions, facilitating assurance activities, and providing risk-informed analysis and advice. Duties and Responsibilities:
Support HACT planning during the programming process by contributing to the development of the HACT Assurance Plan, identifying vulnerabilities in cash assistance to implementing partners, and preparing information for joint planning and execution of audits.
Implement HACT assurance activities by conducting quality assurance checks, formulating recommendations to mitigate risks, and monitoring actions taken to manage identified risks.
Review and utilize HACT reports by preparing summary reports on risk assessments and findings, and consolidating issues and recommendations for further assurance activities.
Engage in innovation and capacity building by designing and delivering training for UNICEF staff and implementing partners, and sharing best practices in HACT implementation.
Network and collaborate with inter-agency partners to promote information sharing and best practices related to HACT.
Required Qualifications: Candidates must possess a university degree (Bachelor’s) in fields such as Auditing, Accounting, Business Administration, Financial Management, or related areas. They should have at least one year of professional experience in Operations Management, Financial Management, Audit Management, or similar roles, with hands-on experience in financial management assurance activities related to HACT. Knowledge of IPSAS, IFRS, and the HACT Framework is advantageous, as is familiarity with Microsoft Office applications, particularly Excel. A professional license from recognized institutions is a plus, as is experience in a UN agency or audit firm, especially in developing countries or humanitarian contexts.
Educational Background: A Bachelor’s degree in relevant fields such as Auditing, Accounting, Business Administration, Financial Management, or any related financial or risk function is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform the duties associated with the role effectively.
Experience: The position requires at least one year of professional experience at both national and international levels in areas such as Operations Management, Financial Management, Audit Management, Risk Management, or Programme Management. Candidates should have hands-on experience in planning, conducting, and reporting on financial management assurance activities related to HACT or similar grant management oversight. Experience in conducting various types of audits and risk assessments is considered an asset, as is familiarity with international auditing standards and practices.
