Job Posting Organization: The Water, Environment and Climate (WEC) portfolio is part of the UNOPS Global Portfolio Office, based in Vienna with offices globally. Established to manage a portfolio exceeding 500 million USD over the last 15 years, WEC supports key initiatives through fund management, project implementation, and administrative support. The organization focuses on climate action and environmental conservation, operationalizing partners' agendas with global and regional approaches. It supports multilateral environmental agreements, including the Paris Agreement and the Sustainable Development Goals, and collaborates with nearly 200 countries and institutions through the NDC Partnership to drive transformational climate action.
Job Overview: The Project ManagementSenior Officer will oversee the full grant lifecycle within the Partnership Action Fund (PAF), ensuring efficient monitoring, reporting, and closure of grants. The role involves refining and implementing monitoring frameworks, streamlining project closure procedures, and enhancing data alignment across the Support Unit. The officer will collaborate with various teams, including Knowledge and Learning, M&E, and Communications, to showcase PAF’s impact and support country engagement efforts. The position requires a proactive approach to identifying implementation risks and ensuring compliance with donor requirements, while also providing technical support to implementing partners.
Duties and Responsibilities:
Implement and Enhance the Grants Monitoring and Reporting Process: Collaborate with PAF Grant Managers to establish standardized procedures for tracking and reporting project progress. Develop best practices for grant monitoring, review and enhance reporting templates, and synthesize country update reports. Coordinate with the Country Engagement Specialist to identify implementation risks and manage communication among teams.
Develop and Streamline Project Closure Process: Formulate project closure guidelines, establish timelines, and support the development of closure checklists. Liaise with the UNOPS Regional team for project closure approvals and ensure all documentation is archived properly.
Coordination with other workstreams: Collaborate with the Knowledge and Learning team to maintain PAF data and ensure alignment with donor reporting requirements.
Strengthen Data Management: Enhance data accessibility and consistency, conduct routine audits, and support the preparation of reports for the PAF Advisory Group.
Required Qualifications: Master's degree in international development, economics, finance, project management, procurement, or a related field is required. A Bachelor's degree with an additional 4 years of relevant work experience may be accepted in lieu of an advanced degree. At least 2 years of experience in project management, international cooperation, and grant management is required, along with knowledge of international climate policy and environmental issues. Proficiency in Microsoft Office/Google Suite is essential, and previous experience with UNOPS or another UN agency is an asset.
Educational Background: A Master's degree in a relevant field such as international development, economics, finance, project management, or procurement is required. Alternatively, a Bachelor's degree combined with 4 years of relevant work experience may be accepted.
Experience: The position requires at least 2 years of experience in project management, international cooperation, and grant management, with proven knowledge of international climate policy and environmental issues. Experience in stakeholder management, including interactions with government officials and donors, is essential, as is experience in procurement and operations.
Languages: Proficiency in English is required. Knowledge of another official UN language (French, Spanish, Russian, Arabic, or Chinese Mandarin) is considered an asset.
Additional Notes: The contract type is International ICA, at level IICA1, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
