Job Overview: The Management Specialist – Internal Policy Management (IPM) plays a crucial role within the Corporate Performance and Accountability Unit (CPAU) of UN Women. This position is responsible for overseeing the management, oversight, and implementation of the Policies, Procedures, and Guidance (PPG) Framework. The incumbent will maintain the PPG Portal, ensuring that all policies are accurate, up-to-date, and responsive to the organization's operational context. The role involves providing guidance for PPG needs analysis and development, coordinating with various stakeholders, and ensuring compliance with internal policy governance processes. The Management Specialist will also contribute to the organization's capacity development initiatives and support fraud risk management efforts, ensuring that the organization adheres to its internal governance standards and promotes a culture of accountability and results.
Duties and Responsibilities:
Lead internal policy governance and coordination by overseeing the internal policy cycle processes, ensuring compliance with the PPG governance framework, and providing actionable guidance to content and business process owners.
Coordinate cross-functional engagement and impact analysis by working with HQ divisions and Regional and Country Offices to ensure policy revisions reflect operational realities.
Manage the PPG Portal maintenance and governance by enhancing usability, uploading new documents, and ensuring accessibility.
Strengthen change management and knowledge development by creating guidance and training materials to promote awareness of internal policy governance processes.
Support fraud risk management by providing technical guidance on the implementation of the Anti-Fraud Policy and facilitating Fraud Risk Assessments.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The ideal candidate must possess an advanced university degree (Master’s or equivalent) in law, economics, finance, social sciences, business or public administration/management, or a related field. A first-level university degree combined with three additional years of qualifying experience may be accepted in lieu of the advanced degree. The candidate should have a minimum of 5 years of progressively responsible professional experience in internal policy governance, regulatory frameworks, and organizational change management within complex institutions. Experience in designing, reviewing, and implementing organizational policies and procedures is essential, along with practical experience in policy-related capacity-building and utilizing digital tools for governance document administration.
Educational Background: Candidates are required to have an advanced university degree (Master’s or equivalent) in disciplines such as law, economics, finance, social sciences, business or public administration/management, or other fields related to international development. Alternatively, a first-level university degree with three additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of 5 years of progressively responsible professional experience is required, particularly in internal policy governance, regulatory or compliance frameworks, and organizational change management within complex institutions. The candidate should have demonstrated experience in designing, reviewing, and implementing organizational policies and procedures, as well as experience in cross-functional coordination and policy consultation processes across multiple organizational levels.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language (such as French, Arabic, Chinese, Russian, or Spanish) is desirable and would be considered an asset.
