The position is located in the Office of Human Resources (OHR) within the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. Job Overview:
The Programme Officer (Mental Health) will play a crucial role in implementing the UN System Workplace Mental Health and Well-being Strategy. This position involves contributing to the development, monitoring, and evaluation of projects aimed at enhancing mental health support within the UN system. The officer will work closely with the Senior Programme Officer and will be responsible for analyzing implementation challenges, preparing updates, and ensuring that mental health priorities are integrated into organizational processes. The role requires a strong focus on promoting a positive workplace culture, preventing stigma, and ensuring that mental health support is accessible to all UN personnel. The Programme Officer will also be involved in transition planning and documentation to ensure continuity of mental health initiatives beyond the initial implementation phase.

Duties and Responsibilities:
The Programme Officer will be responsible for a variety of tasks, including providing technical expertise in the development and implementation of mental health projects, monitoring progress, and preparing updates for senior management. The officer will analyze mental health data, coordinate data collection, and prepare reports for various stakeholders. Additionally, the role involves supporting consultative meetings, conducting training workshops, and coordinating budget-related activities. The Programme Officer will also document processes and lessons learned, maintain the Strategy website, and ensure that key information is organized for ongoing implementation. Other duties may be assigned as required.

Required Qualifications:
Candidates must possess a strong understanding of mental health theories and concepts, as well as the ability to analyze and resolve issues. Proficiency in data collection and research methods is essential, along with the ability to manage conflicting priorities effectively. The role requires a commitment to gender perspectives and the equal participation of all staff members. Candidates should demonstrate professionalism, efficiency, and a strong client orientation, ensuring that the needs of stakeholders are met.

Educational Background:
An advanced university degree (Master's degree or equivalent) in a relevant healthcare discipline such as medicine, nursing, psychology, public health, or management is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in project or programme management with a focus on psychological and mental health issues is required. Candidates should have experience in research design and statistical analysis, and experience in the multilateral sector or humanitarian relief is desirable. Familiarity with new technologies, including artificial intelligence, is also beneficial.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency. Candidates should be able to communicate effectively in both languages, as they are the working languages of the United Nations Secretariat.

Additional Notes:
This position is temporarily available for 8 months and is financed by extrabudgetary resources. The appointment is subject to the availability of funds and budgetary approval. Candidates may be limited to those based at the duty station, and the position may be open only to internal candidates.
