Job Overview:
The Human Resources and Admin Manager role is pivotal in overseeing and enhancing the HR and Administration functions within the NRC Country Programme in Libya. The position is designed to ensure that the organization provides efficient and qualitative support to its operations. The successful candidate will be responsible for effective recruitment, staff development, workforce planning, and supporting the nationalization process. Additionally, the role involves ensuring compliance with local labor laws and NRC policies while implementing HR standards and initiatives. The position holder will also serve as an advisor on HR technical matters to the Country Management Team, contributing to the development and implementation of the country’s strategy and action plan. This role requires a strong focus on capacity building and leadership development, ensuring that national staff are equipped to take on senior leadership positions.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources and Admin Manager include: overseeing the HR and Administration functions to ensure efficient support to the NRC Country Programme in Libya; contributing to the development and implementation of the country strategy and action plan; driving the implementation of global HR standards and initiatives; ensuring compliance with local labor laws and NRC policies; determining workforce needs and identifying human resource gaps; developing a national staff learning and development strategy; facilitating capacity building and training for national staff; managing the HR and Administration team; preparing regular reports and analyses on HR issues for senior management; providing advice and counseling on key HR matters; promoting PSEA (Prevention of Sexual Exploitation and Abuse) standards; and advocating for NRC’s duty of care standards for staff.

Required Qualifications:
The position requires a minimum of 3 years of experience as a senior HR Manager in a humanitarian or recovery context, with a strong technical background in human resources. Candidates should have experience working with conflict and displacement-affected communities in complex and volatile environments. A wide knowledge of NGO operations and the dynamics of the humanitarian sector, particularly in the Libya context, is essential. Strong people management skills and experience in stakeholder management are crucial, along with change management experience and a proven track record in implementing policies and procedures. Candidates should also have experience in leadership development and capacity building for staff.

Educational Background:
Candidates are expected to have a relevant educational background in human resources, management, or a related field. A degree in human resources management, business administration, or a similar discipline is preferred, as it provides the foundational knowledge necessary for effective HR management in a humanitarian context.

Experience:
The ideal candidate should possess a minimum of 3 years of relevant experience in senior HR management roles, particularly within humanitarian or recovery settings. Experience in managing HR functions in conflict-affected areas and understanding the complexities of humanitarian operations is critical. The candidate should also demonstrate a strong ability to work collaboratively with diverse teams and manage competing deadlines effectively.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Fluency in Arabic is considered an advantage, as it enhances communication with local staff and stakeholders in Libya and Tunisia.

Additional Notes:
This position is based in either Tripoli, Libya, or Tunis, Tunisia, with a contract duration of 12 months, subject to extension based on funding and performance. The role requires approximately 40% travel.
