Job Overview: The Project Manager will play a crucial role in managing the procurement of essential equipment aimed at improving solid waste management, health services, and water supply services in Palestine. This position requires close collaboration with Palestinian institutions and the Japan International Cooperation Agency (JICA) to ensure that project objectives are met. The Project Manager will be responsible for developing and updating implementation plans, managing project delivery, and ensuring compliance with quality standards. The role also involves stakeholder engagement, monitoring project progress, and managing risks to maximize benefits for all parties involved. The Project Manager will supervise a team of experts and work closely with various units within UNOPS to ensure timely procurement and delivery of materials to beneficiaries.
Duties and Responsibilities: The Project Manager's duties include developing and updating implementation plans for procurement and stakeholder management, ensuring that sustainability dimensions are embedded in the project lifecycle, managing the production of required outputs, and ensuring compliance with quality requirements. The Project Manager will also liaise with external suppliers, manage acceptance and delivery of work packages, monitor project progress, control changes, and lead contract management duties. Additionally, the Project Manager will prepare regular project and financial reports, engage with stakeholders, coordinate internal communications, and ensure compliance with audit requirements. Required Qualifications: Candidates must possess a Master's degree in supply chain management, Business Administration, or a related field. A Bachelor's degree with two additional years of relevant experience may be accepted in lieu of an advanced degree. Relevant certifications in supply chain management are considered an added value. Candidates should have a minimum of five years of professional experience in project management, logistics, or supply management, with a strong preference for those with experience in humanitarian logistics operations and UNOPS or JICA procurement projects. Proven experience in managing large teams in complex environments is highly desirable, as is experience in international development, particularly with the United Nations or international NGOs.
Educational Background: The educational background required for this position includes a Master's degree in a relevant discipline such as supply chain management or Business Administration. Alternatively, a Bachelor's degree combined with two additional years of relevant experience may be acceptable. Relevant certifications in supply chain management are also advantageous and can enhance a candidate's profile.
Experience: The position requires a minimum of five years of professional experience in project management, logistics, or supply management. Experience in implementing or coordinating humanitarian logistics operations and the delivery of procured materials is highly desired. Candidates should have a proven track record of managing large teams in complex environments and experience with UNOPS or JICA procurement projects is considered an added advantage. Additionally, experience in inter-agency coordination mechanisms at the local or national level is desirable, as is evidence of successful coordination and implementation of procurement projects.

Additional Notes: The contract type for this position is a Fixed Term contract at the P3 level, with a duration of 12 months, renewable subject to satisfactory performance and funding availability.
