Job Overview: The Human Resources & Administration Manager at NRC Palestine will play a pivotal role in overseeing, managing, developing, and strengthening the HR and administrative functions within the organization. This position is crucial for ensuring that NRC Palestine provides robust, efficient, and effective compliance and support services. The manager will focus on strategic development, staff care, employee relations, operations, and staff development, including training and capacity building. The HR system must align with NRC standards across all areas of operation. The manager will also be responsible for ensuring that NRC Palestine is well-positioned to respond to current and future needs while demonstrating strong engagement and leadership in all focus areas. Duties and Responsibilities: The specific responsibilities of the Human Resources & Administration Manager include contributing to the Country Strategy and overseeing the annual HR/Admin plans to ensure alignment with organizational goals and timely execution. The manager will ensure the consistent rollout of HR policies, procedures, and initiatives, leading compliance checks across various offices and addressing any gaps identified. They will conduct biannual salary and benefits reviews to maintain competitive remuneration in line with NRC standards and local market trends. Handling misconduct allegations, including breaches of the Code of Conduct and sexual harassment cases, will be a critical responsibility, ensuring fair investigations and disciplinary actions in compliance with legal frameworks. The manager will advise on workforce needs, nationalization of roles, and manage lay-offs or restructuring in coordination with senior leadership and regional HR. Providing proactive HR advice to senior management using data-driven insights on people-related matters is essential. The manager will supervise HR/Admin staff, setting clear performance goals, providing feedback, conducting reviews, and supporting staff development and career growth. Promoting diversity, equity, and inclusion (DEI) within HR/Admin functions, with a focus on gender equity and creating an inclusive workplace culture, will be a priority. Additionally, the manager will oversee legal and reporting requirements, ensuring a robust staff care program is in place and regularly updated across all duty stations. Any other tasks delegated by line managers will also fall under this role.
Required Qualifications: The ideal candidate for the Human Resources & Administration Manager position should possess a minimum of three years of experience in a senior HR role within a humanitarian or recovery context. Previous experience working in complex and volatile environments is essential. A relevant educational background in Human Resources, Business Administration, or a related field is required, with a minimum qualification of a Bachelor's degree. The candidate must have an excellent understanding of HR and administrative concepts, as well as solid knowledge of Palestinian and Israeli labor laws and best HR practices.
