Job Overview: The Human Resources Officer (HRO) will play a crucial role in supporting and advising the Chief Mission Support on all aspects of Human Resources management within the United Nations Truce Supervision Organization (UNTSO). The incumbent will be responsible for overseeing the administration of staff benefits and entitlements, ensuring compliance with established rules and regulations, and providing effective support in the management of human resources. This position requires a proactive approach to workforce planning, budget preparation, and the development of HR policies and practices. The HRO will also be involved in recruitment processes, staff selection, and the administration of justice, contributing to a fair and equitable work environment. Duties and Responsibilities: The duties and responsibilities of the Human Resources Officer include:
Administration of entitlements and benefits: Supervise and train HR Partners on the administration of staff benefits, monitor transactions for accuracy, review grievances related to entitlements, and advise on policy development.
Planning and Budget: Contribute to mission planning and budget processes, provide advice on human resources requirements, and ensure integrity in staffing tables.
Workforce Planning and Post Classification: Advise on workforce planning, assist in developing recruitment plans, and ensure correct application of classification standards.
Administration of Justice: Compile responses to requests under the Administration of Justice system and contribute to preventive activities related to HR management.
Reporting and Data Management: Prepare HR-related reports, develop reporting templates, and track recruitment cases.
Recruitment and Staff Selection: Manage recruitment processes, conduct interviews, and participate in task forces to improve recruitment practices.
Other duties as assigned by the Chief Mission Support, including monitoring performance management systems and providing guidance on HR policies.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A technical or vocational diploma in human resources management, business, or public administration is required. Additionally, candidates must hold an HR Partner-All certificate and certifications as a Local Process Expert-Trainer (LPE-T) and Business Expert and Mentor (BEaMS).
Educational Background: The educational background required for this position includes a high school diploma or equivalent. A technical or vocational diploma or certificate in human resources management, business, public administration, or a related field is essential. Candidates with a first-level university degree in relevant fields may have reduced experience requirements.
Experience: A minimum of 10 years of progressively responsible experience in human resources management, administration, or a related area is required. This experience can be reduced to 5 years for candidates with a first-level university degree. Experience in using Enterprise Resource Planning (ERP) systems, such as SAP or Umoja, is essential, along with experience in preparing HR statistical reports and workforce planning. Candidates should also have experience in delivering HR functions in international settings, particularly in volatile or post-conflict environments, and experience supervising a mid-sized or large team is required.
Languages: English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a desirable language, also requiring a proficiency level of UN Level II.
