Job Overview: The Advocacy Adviser position at NRC Palestine is a critical role focused on the design, coordination, and implementation of evidence-based advocacy strategies aimed at influencing decision-makers and shaping policies that protect the rights of Palestinians affected by various humanitarian challenges. Duties and Responsibilities: The Advocacy Adviser will have a range of responsibilities, including but not limited to: utilizing program data and field evidence to influence policy discussions on humanitarian access, displacement, and protection concerns in the oPt; drafting advocacy reports, briefing notes, talking points, op-eds, and other advocacy products targeted at governments, UN bodies, and media; providing policy briefings and analysis to NRC senior management and field teams; ensuring timely advocacy responses to developments impacting humanitarian access and protection; monitoring political and policy developments in Israel and the oPt; supporting donor engagement by providing inputs on advocacy-related sections of donor reports; organizing and participating in high-level advocacy missions; coordinating closely with NRC programs to ensure advocacy is informed by field realities; and building and maintaining strong relationships with the diplomatic community, UN agencies, and peer NGOs to strengthen collective advocacy efforts.
Required Qualifications: Candidates for the Advocacy Adviser position must possess an advanced degree in law, political science, international relations, social sciences, or related fields. They should have at least 5 years of experience in advocacy, policy, or humanitarian/human rights work, particularly in the oPt or similar contexts. A strong technical knowledge of the humanitarian and human rights sectors is essential, along with previous experience working in complex and volatile environments. Candidates must demonstrate a proven ability to develop and implement evidence-based advocacy strategies and possess in-depth knowledge of the political and legal context in the oPt, including violations of international law that drive humanitarian needs. Exceptional writing skills and the ability to distill complex issues into compelling advocacy messages are crucial, as is the experience in drafting advocacy reports and engaging with senior decision-makers in government and UN institutions.
