Job Overview: The position of Missions is crucial for ensuring the effective design, implementation, and monitoring of security" style="border-bottom: 1px dotted #007bff !important;">security and humanitarian access strategies across the mission. The individual in this role will support operational teams in maintaining safe access to populations while ensuring compliance with SI frameworks such as MOSAS and SOPs. The role requires strengthening contextual analysis, information management, and incident response capacities. Additionally, the position involves facilitating coordination with both internal and external stakeholders to enable informed decision-making and adaptive operational approaches in a complex and evolving environment. The individual will also need to navigate a highly volatile and fragmented security environment that impacts humanitarian access, as well as complex political and administrative constraints, including access restrictions and authorization processes.
Duties and Responsibilities: The duties and responsibilities of the Missions position include:
Supporting the scale-up of operations through proactive engagement with field teams, including regular briefings, targeted training, and frequent field/base visits to ensure alignment with security and access frameworks.
Reinforcing and further developing access strategies, particularly in the West Bank, by supporting structured engagement with relevant stakeholders and identifying access constraints.
Strengthening contextual analysis and information-sharing systems by improving data collection, verification, and dissemination processes to support timely and informed decision-making.
Developing, expanding, and maintaining a strong network of key stakeholders to facilitate operational effectiveness.
Ensuring consistency in security management across bases during scale-up and balancing operational needs with risk mitigation.
Coordinating with multiple stakeholders, including authorities, UN agencies, and NGOs, to ensure effective humanitarian access and operational relevance.
Required Qualifications: The position requires a Master's degree in Humanitarian Action, human rights, social science (geography, sociology, anthropology, history), or Political Science. Additionally, candidates should have 3-4 years of experience in the humanitarian sector and 3-4 years of experience in similar positions. Technical skills required include security risk analysis, incident management, and contingency planning in high-risk environments, as well as humanitarian access strategy development, stakeholder mapping, and acceptance approaches. Strong contextual analysis and information management skills are also essential, along with mastery of security frameworks and tools such as SOPs and risk assessments.
Educational Background: Candidates must possess a Master's degree in a relevant field such as Humanitarian Action, human rights, social science, or Political Science. This educational background is critical for understanding the complexities of humanitarian work and the political and social dynamics at play in conflict-affected areas.
Experience: Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with specific experience in similar positions that involve security risk analysis and humanitarian access strategy development. This experience is vital for navigating the challenges associated with working in high-risk environments like Gaza and the West Bank.
Languages: The mandatory language for this position is English. Proficiency in Arabic is considered an asset, as it enhances communication and engagement with local stakeholders and communities.
Additional Notes: This position is a salaried role with a contract duration of 9 months, subject to funding approval. The compensation starts from EUR 2860 gross per month, which includes a base salary of EUR 2600 and a 10% annual leave allowance paid monthly. Additionally, there is a monthly Per Diem of USD 750, and SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months, with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical and surgical expenses, dental care, and repatriation. Living conditions in Jerusalem are generally safe, with staff able to move freely across most areas. SI has a coordination office and a guesthouse in Jerusalem, fully furnished and equipped with necessary facilities.
