Solidarités International (SI) is an international humanitarian aid association that has been operational for over 40 years. The organization focuses on providing assistance to populations affected by armed conflicts and natural disasters, addressing their basic needs for food, water, and shelter. SI is particularly committed to combating diseases linked to unsafe water, which is a leading cause of death globally. The organization operates in 26 countries and employs around 3,200 individuals, including expatriates, national staff, and volunteers. SI has established a strong presence in the Gaza Strip since February 2024, particularly in the WASH sector, and collaborates with local Palestinian organizations and various institutional and financial partners.

Job Overview:
The primary objective of this position is to lead and enhance the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for the mission. This involves ensuring high-quality program monitoring, providing technical support, facilitating data-driven decision-making, and integrating cross-cutting issues such as gender, accountability, and do-no-harm principles. The role also includes supporting operational planning, capacity building, institutional knowledge management, and external representation to contribute to program effectiveness and compliance with donor requirements. The position is crucial in addressing the challenges of systematic and reliable monitoring and evaluation across multiple programs, establishing functional complaint response mechanisms, and harmonizing data collection and reporting tools. The first two to three months will focus on structuring the MEAL department, developing the MEAL framework for new projects, reviewing existing systems, assessing team capacity, and establishing feedback mechanisms.

Duties and Responsibilities:
  • Lead the MEAL department and develop a comprehensive MEAL framework for new projects.
  • Review and update existing MEAL systems, tools, and procedures to ensure they meet current needs.
  • Assess the capacity of the team and provide initial training to enhance their skills in monitoring and evaluation.
  • Establish and maintain complaints and feedback mechanisms to ensure accountability and responsiveness to beneficiaries.
  • Ensure systematic and reliable monitoring and evaluation across all programs, integrating cross-cutting issues effectively.
  • Collaborate with various teams and stakeholders to promote data-driven decision-making and operational learning.
  • Conduct regular data collection, analysis, and reporting to inform program effectiveness and compliance with donor requirements.
  • Foster a culture of continuous learning and improvement within the organization.

Required Qualifications:
  • A Master's degree in Humanitarian Action, Human Rights, Social Science (Geography, Sociology, Anthropology, History), or Political Science is preferred.
  • A minimum of 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position.
  • Strong technical skills in designing and implementing MEAL systems across multiple programs.
  • Proven experience in data collection, analysis, and evidence-based reporting.
  • Familiarity with establishing accountability and complaints mechanisms, integrating gender, protection, and do-no-harm considerations.
  • Ability to develop MEAL tools and indicators and build team capacity on monitoring and evaluation processes.
  • Good strategic planning skills and the ability to use MEAL data to inform operational decisions.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as Humanitarian Action, Human Rights, Social Science, or Political Science. This educational background is essential to understand the complexities of humanitarian work and the socio-political context in which SI operates.

Experience:
The position requires a minimum of 3-4 years of experience in the humanitarian sector, with at least 0-2 years in a similar role focused on MEAL. This experience is crucial for understanding the challenges and dynamics of working in humanitarian contexts, particularly in areas affected by conflict and disaster.

Languages:
Fluency in English is mandatory, while proficiency in Arabic is considered an asset. This linguistic capability is important for effective communication with local partners and beneficiaries, as well as for reporting and documentation purposes.

The position is a short-term contract with a duration of 9 months, starting on 01/04/202
  • The role is based in Jerusalem, which is generally safe, allowing staff to move freely across most areas. The compensation package includes a gross monthly salary starting from EUR 2860, a monthly per diem of USD 750, and coverage for accommodation and travel expenses. Additionally, the organization provides a break system, allowing for time off every three months, along with an insurance package covering healthcare expenses and essential vaccinations.
