Solidarités International (SI) is an international humanitarian aid association that has been operational for over 40 years. The organization focuses on providing assistance to populations affected by armed conflicts and natural disasters, addressing their basic needs for food, water, and shelter. SI is particularly dedicated to combating diseases linked to unsafe water, which is a leading cause of death globally. The organization operates in 26 countries and employs around 3,200 individuals, including expatriates, national staff, and volunteers. SI has established a strong presence in the Gaza Strip since February 2024, focusing on the WASH sector and improving access to safe drinking water. The organization collaborates with local Palestinian organizations and various institutional and financial partners to enhance its impact and reach.

Job Overview:
The Program Coordinator is responsible for overseeing the development and quality of SI’s programs, ensuring they are needs-driven, context-adapted, and impactful. This role involves supporting strategic planning, program monitoring, technical compliance, and coordination across teams, partners, and donors. The Program Coordinator will also focus on strengthening staff capacities and safeguarding ethical standards. A key aspect of this position is leading partnership development with Palestinian NGOs, particularly in the context of information and resource sharing and project design. The role presents challenges such as ensuring program continuity in a dynamic context, navigating complex humanitarian access and coordination systems, maintaining quality across multiple sectors, and adapting strategies to evolving risks. The first two to three months will prioritize supporting the scale-up of the mission, onboarding new staff, expanding activities, and developing new sectors and areas of intervention.

Duties and Responsibilities:
The Program Coordinator will be responsible for the following duties:
  • Oversee the development and implementation of SI’s programs, ensuring they meet the needs of the affected populations.
  • Monitor program quality and compliance with SI’s frameworks, tools, and procedures.
  • Coordinate with various teams, partners, and donors to ensure effective program delivery.
  • Develop and maintain partnerships with local Palestinian NGOs and other stakeholders.
  • Engage with clusters and international partners to enhance program visibility and collaboration.
  • Support the onboarding and training of new staff members.
  • Conduct regular assessments to identify needs and adapt programs accordingly.
  • Ensure ethical standards are upheld in all program activities.

Required Qualifications:
Candidates must possess a Bachelor's degree in a relevant field. Additionally, they should have 3 to 4 years of experience in the humanitarian sector, with 0 to 2 years in a similar position. Strong technical skills in program strategy development, multi-sector program design (WASH, FSL), partnership development, and external coordination are essential. Candidates should also demonstrate leadership and team management abilities, as well as capacity building and training skills.

Educational Background:
A Bachelor's degree in a relevant field is required for this position. This educational background should provide a solid foundation in humanitarian principles and practices, as well as an understanding of the complexities involved in program coordination within the humanitarian sector.

Experience:
The ideal candidate should have 3 to 4 years of experience in the humanitarian sector, with at least 0 to 2 years in a similar position. This experience should include working in challenging environments and managing programs that address the needs of affected populations. Familiarity with the WASH and FSL sectors is highly desirable.

Languages:
Fluency in English is mandatory for this position. Proficiency in Arabic is considered an asset, as it will facilitate communication with local partners and stakeholders.

This position is a short-term contract with a duration of 12 months, starting on 01/07/202
  • The role is based in Jerusalem, where SI has a coordination office and a guesthouse. The salary for this position starts from EUR 2860 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses. The organization implements a system of alternating work and time off, allowing for breaks every three months, with an additional rest day granted for each month worked. Expatriates benefit from a comprehensive insurance package that covers healthcare expenses and essential vaccinations. Living conditions in Jerusalem are generally safe, with staff able to move freely across most areas.
